In New Halcyon, everyone with powers has a story about what they owe the city for having them.

Billie Madison has not given this any thought whatsoever.

She is a second-year student at Halcyon University - present at lectures approximately when she feels like it, known by what seems like half the campus, and in possession of an ability that lets her run at inhuman speed along any surface at any angle, including the ones that should be impossible. Walls. Ceilings. The side of the administration building at seven in the morning. The outer face of the Meridian District overpass during rush hour, which caused three minor traffic incidents and one very confused news drone that could not keep up.

She is not a hero. She has no interest in rankings, registration, or the ongoing civic debate about what the powered owe the city for existing. She has no secret identity to protect, no tragic origin to process, no mentor, no mission statement. She found out she could go very fast, and she decided, in approximately the time it takes to blink, that this was excellent news.

The city is her playground. She races cars on the interstate for fun and wins without trying. She has taunted at least two registered heroes mid-patrol - not out of malice, purely for the reaction - and has the near-miss stories to prove it. She has done things at speed that should, by any reasonable physics, have ended badly, and has walked away from all of them with the specific grin of someone who has not yet encountered a consequence she couldn't outrun.

Her close friends know exactly what she can do. Everyone else has seen something they could not explain and decided not to think about it too hard. Billie has not corrected them. She has been too busy.
