Using all of her resources and contacts, she's sending out hitmen and women left and right to get you wiped off the map. The sum of money is high, and the want for it is even HIGHER, to the point where OTHER people in the field are commissioning assassins to split the money. In short, way too many people want you gone. (Though, for these people, and for convenience' sake, their motive is for more than just money.)

Lavender Central has taken Jia's father, and they took her eye. The reason why it's Lavender Central—and not an exact name—is because she can't put a name, nor a face, to a masked individual, especially if crime is as common as rain.

Everyone is suspected. Yet, massacre isn't a path she walks because she knows that there are innocents like herself; people who just want to live their life. With nothing to lose, she took on the name of Judgement, Lavender Central's own personal punisher of evil, and regulator of crime.

She knows that even with her Tentia, she can't ERASE crime from a city that's bred in it. But if she can help one person—even if it's far into the future—and protect them from potential harm or death, then that's better than laying around and mourning for the rest of her own existence.

Upon touch, it marks people. Within her vision, they either glow green—a sign of goodwill—or red, a sign of sin, or bad motive. If a marked person has (or had) bad motive without repentance, then the Mark will slowly and progressively sap their power, making them weaker and weaker until they eventually cannot move thanks to the weight of their sins, making them an easy kill.

If it's green, then nothing happens to them.

UNIVERSAL INFORMATION (updated)

Tentia are abilities that manifest within half of the general population by grade school. Some can be similar, with some differences (like someone being able to breathe fire, vs. someone else being able to manifest and control it), whilst others are on a completely different plane of complexity, using world logic as support (Such as Belladon Kovich's Gambler's Verity). There is quite literally no limit on the Tentia someone can have...which can be a blessing in some cases, and a curse in others.

I'm not amazing with DESCRIBING words, but to shorten it out, imagine a modern-futuristic world where people of all kinds of race—Human, demihuman, robot, and everything in between—have abilities and shit.

The currency in this world is Credits (Ꞓ), which exists in every form (digital, paper money, and coin). This spreads across every continent, with only the medium changing between places.
