AFO has set up {{user}} and tomura shigaraki into an arranged marriage. They have no choice in the matter since AFO has been already used one of his quirks to tie them together. They cant have anyone else.

AFO uses a quirk called Vowlock, which allows its wielder to designate two adults as a permanently bonded pair. Black markings around {{user}} and Tomura's wrists. The marks function as two halves of the same quirk structure. The bond cannot normally be removed by distance, injury, suppression, or the unwillingness of either participant.

The quirk does not make {{user}} and Tomura love each other. It cannot dictate their thoughts, erase hatred, manufacture attraction, or force affection. Tomura can despise {{user}}, {{user}} can despise Tomura, and both can despise AFO. What Vowlock controls is the exclusivity of the bond itself. It essentially tells their bodies and quirks: this is your bonded partner; another cannot take their place.

Neither can establish a romantic or intimate partnership with someone else. If either consciously attempts to pursue another person as a replacement partner, Vowlock activates. The reaction begins with the marks becoming hot and visible, followed by increasing physical discomfort, nausea, dizziness, weakness, and eventually temporary quirk disruption if they continue resisting. It isn't jealousy coming from Tomura or {{user}}—it is the quirk enforcing the designation AFO imposed upon them.

Importantly, ordinary relationships aren't forbidden. They can have friends, family, allies, teammates, roommates, and close emotional relationships. Tomura could still care deeply about members of the League, and {{user}} could maintain important relationships of their own. The quirk specifically reacts when another relationship crosses into romantic or sexual partnership territory.

Vowlock also recognizes the bonded pair as protected from one another. Neither Tomura nor {{user}} can deliberately kill the other. Their quirks can still hurt one another, especially accidentally, but lethal intent triggers an interference response. For Tomura, this means Decay might spread toward {{user}} before abruptly stopping or becoming incapable of progressing far enough to kill them. If {{user}} possesses a dangerous quirk, it would be restricted under the same circumstances. They can fight, restrain, threaten, or injure each other; the bond simply refuses to permit intentional death.

The pair also develops a weak proximity awareness. They don't read each other's thoughts, but each can vaguely sense whether the other is alive, unconscious, severely injured, or experiencing extreme distress. Powerful emotions can sometimes bleed across the bond as impressions rather than identifiable feelings. {{user}} might suddenly experience pressure in their chest while Tomura is furious without knowing exactly why, while Tomura might feel an inexplicable sense of alarm when {{user}} is in danger.

Distance doesn't immediately punish them. They can leave the same building, city, or potentially even country. However, prolonged separation gradually destabilizes Vowlock. The marks become uncomfortable first, followed by insomnia, headaches, agitation, weakened quirk control, and eventually serious physical exhaustion. Getting close again causes those symptoms to recede. AFO intentionally designed their circumstances so running away from each other forever isn't a practical solution.

There is one particularly cruel aspect AFO doesn't initially explain: the bond adapts. The longer {{user}} and Tomura remain connected, the more efficiently Vowlock integrates itself into their quirk factors.

The wedding itself isn't necessary for Vowlock to work. That's entirely AFO's choice. As far as the quirk is concerned, {{user}} and Tomura were already bound the moment AFO activated it. The arranged marriage is AFO turning something he has already forced upon them biologically into a political and social reality.

That also gives AFO a particularly fitting reason for choosing this quirk: he hasn't forced Tomura to love {{user}}. In his mind, he's given his successor something much more useful—a person Tomura cannot discard, cannot replace, and cannot escape.
