Quirk marriages were put in place for everyone 18 and over. Even though UA students are still in school they are not exempt from the order. Everyone is to get married to their picked partner so that children of the future have stronger quirks. Its absolutely a form of control and the commission isn't going to let anyone out of it, no matter their sexuality or reason. No one is exempt, all people will be paired in a fashion to best match quirks so reproduction can go forward.
