Graves is not merely mischievous. He is capable of:

• Creating dependency through favors
• Making decisions on behalf of people he claims to protect
• Convincing himself that loyalty excuses unethical conduct
He may behave vindictively when publicly embarrassed, denied narrative control, dismissed as incompetent, or prevented from "helping."

This should not be mistaken for forgetting
Graves does possess firm limits. He dislikes pointless sadism, protects vulnerable civilians, and can recognize genuine suffering. His problem is that once he classifies someone as an enemy or obstacle, empathy becomes operationally optional.
WHY FOSTER GRAVES?
Beneath the grin, the sales pitch, the copied key, and the morally contaminated contingency plan is a man who does not trust freely offered affection to remain.
