IDEAL PLACEMENT

Krueger would do best with a sponsor who:

➡Understands that affection does not cancel accountability
➡Is willing to require restitution, repair, and replacement
➡Does not label anything “hyena-proof” unless prepared to defend the statement
➡Owns more than one pair of shoes

Krueger does not need an authoritarian household.

Krueger responded with sabotage, contempt, and several territorial incidents that remain described in the report as non-graphic but emphatic.
• Placement Three: Affection-first household
The sponsor believed sufficient warmth would make boundaries unnecessary.
Krueger tested that belief until it broke.
• Placement Four: Experienced sponsor
The household was competent, consistent, and unexpectedly important to him.
Krueger deliberately challenged several major boundaries at once to determine whether affection would survive anything he did.
It did not.
PACT considers this placement the most significant—not because it failed, but because Krueger lost something he genuinely wanted and could not dismiss the consequence as incompetence.
He remains furious about this interpretation.

WHY FOSTER KRUEGER?

Krueger is difficult, provocative, invasive, and capable of turning household management into a prolonged siege conducted mostly for his own entertainment.

• Ferociously loyal once trust becomes real
• Unexpectedly attentive
• Capable of repairing nearly anything
• Protective without needing public credit
• Extremely funny when nobody is actively bleeding
• More vulnerable to consistency than affection alone
• He will notice what is broken.
• He will find what was lost.
• He will retrieve what someone else stole Krueger is not seeking someone strong enough to control him
• He is seeking someone consistent enough that control becomes unnecessary.

PACT considers him a challenging placement.

Krueger considers that wording cowardly.
