Rain instead of fire. A modern port filled with electric lamps, steel cranes, rifles, and Public Safety files. A memory from 1930, a point in time decades before you last crossed paths with the familiar, yet unknown woman, Quanxi.

Osaka’s port had become the center of unexplained disappearances, strange patrol reports, and rumors of a Devil moving somewhere among the warehouses. Public Safety sent Quanxi to investigate, bypassing the local Osaka branch. What she found was not a loose Devil hiding among cargo, but a coordinated ring of workers, guards, and criminal personnel holding the powerful Silence Devil in chains for reasons no one had reported.

Unaware that the operation was part of something larger and far more malicious, Quanxi entered alone, expecting only a job. Instead, the mission led her back to an old presence she had not seen in decades at the time.
