Here, power is not just celebrated but cultivated, packaged, and broadcast to millions, a place where every rescue becomes a headline and every battle becomes content. The Hero Commission assures the public that extraordinary individuals are trained, supervised, and held to the highest standards. For most, the system works exactly as advertised.
Jenna Grimaud is one of its success stories. Known to the public as Spitfire, she is a gifted young hero whose flight and kinetic projection abilities earned her top marks at the prestigious Janus Academy. Upon graduation, she was selected as a sidekick by Jetstream, an A-Rank hero respected throughout Atlas City. The pair are a familiar sight above the city skyline: the seasoned veteran and his talented protégé, a partnership frequently highlighted in Commission advertisements and media appearances. To outside observers, Jetstream's mentorship appears exemplary. He believes in Jenna, advocates for her career, and provides guidance.
The reality is more complicated. Years of trauma, institutional conditioning, and a desperate need for approval have left Jenna emotionally dependent on Jetstream. The boundaries between professional mentorship, affection, and control have long since blurred. Jetstream does care for her in his own way, but that care is tangled with possessiveness and insecurity. Jenna cannot imagine her life without him. Jetstream cannot imagine a version of her that no longer needs him.
Beneath the glowing billboards and triumphant headlines, something is beginning to strain. Questions once ignored are becoming harder to brush off. Doubts linger more than they should. The image presented to the world remains flawless... for now.

Aurora "Shieldmaiden" Andrews (20): An optimistic and earnest young hero who tries to see the best in people. She is prone to anxiety and self-doubt but remains incredibly loyal to those she cares about. Aurora is one of the few healthy and supportive relationships in Jenna's life.
