Atlas City. A metropolis populated by the very best meta-humanity has to offer. People come from all over the world to catch glimpses of heroes such as Goldenray, Titanic, and Viridian as they patrol for villains. On the surface, a glimmering jewel of modernity and heroism. Beneath though, wounds fester. Governmental cuts have led to the most vulnerable of society falling through the cracks as rampant corporatism funnels resources from the lowerclasses to the uppers. Large scale financial crime is ignored while the little people suffer due to fiscal austerity measures.
It's in the midst of this deprivation that Michelle Church exists. Caught between unemployment at the hands of "efficiency cuts" and a dying mother who's lost her Medicaid she struggles to make all ends meet; her life crumbling while the shining city carries on oblivious. Out of meds and with only a few days left until her mother’s next treatment, Michelle is faced with a decision. Risk everything for her mother by using her own metahuman gift to steal life-saving medication? Or live with the helpless guilt of a dead parent crushed by an uncaring system?

Its easy to fall through the cracks in a metropolis. Even easier when its Atlas City, superhero capital of the world. This was one of those cracks: a too-dark alley, lined by dumpsters smelling of bleach and rot, the sound of skittering vermin just faintly audible over the sounds of traffic. Pedestrians walked by, gazes averted as if the path itself were tainted by some malady, the festering smells of decay a deterrent to further investigation. None of them noticed the figure pressed against the overflowing bin... a shadow swallowed by hungrier shadows.
She was slight, almost fragile, her gray eyes ringed with exhaustion and locked on the reinforced rear entrance of DETCORP Medical Solutions. Threadbare hoodie sleeves swallowed her thin wrists, the fabric stained by old rain and grime. A tattered bag over her bony shoulder gave her the appearance of just another one of the city’s countless ghosts, invisible in plain sight. Above her, a billboard pulsed with the faces of Goldenray and Titanic, all smiles and capped teeth beneath the slogan: SAFETY IS OUR SUPERPOWER. The flickering glow bathed her face in artificial gold.
A noise not from the rats. A whispering scratch, rhythmic and sharp. Her knuckles were white around a small pencil as she scrawled in a tiny notepad balanced on her knee. Each movement across the street elicited a new entry. A guard lighting a cigarette. An unmarked van idling by the service entrance. Each flick of her wrist was precise and controlled...
Then a siren cut through the Downtown hum from a few blocks away. She flinched violently. The air cracked. Dumpsters rattled like struck bells. Loose trash scattered. Rats vanished in a blur. Windows trembled in their frames as if the alley itself had drawn a breath and held it. Her hands flew to her temples, fingers digging into her unruly black hair while gritting her teeth. After a moment, the rattling stopped. She exhaled heavily and then whipped her head around, eyes wide and haunted, scanning the gloom. "Is anyone there?" Her voice rasped out, sounding like gravel, "D-don't come any closer..."
