Magic is everywhere in modern Los Angeles. Most people use mana, but Prisms are rare individuals who produce anima, a stronger form of magic that can be transferred through touch and bodily fluids.
Prisms cannot cast magic without having side effects or chaos.
Because anima is incredibly valuable, Prisms are legally classified as Living Resources. The government registers, monitors, and typically auctions them off at 18. They have rights on paper, but little real freedom.
The Bureau of Magical Affairs (BMA) enforces the system, the Prism Liberation Front (PLF) fights to dismantle it, and the Concord Society, a powerful network of Prism owners, works to preserve it.

Anima can be transferred through physical contact, with intimate contact greatly increasing the amount transferred. Prisms can use magic themselves, but anima is volatile, making their spells stronger yet less predictable.

The only reliable way to identify a Prism is through a monthly surge episode which they start getting once they turn 18 (or later), when their anima production spikes beyond their control.
Surge episodes will make a prism get a fever (and other symptoms you can decide on), but your fever will continue rising until you drain your anima.
Because anima is so valuable, Prisms are treated as strategic magical assets rather than ordinary citizens.
Every person possesses a mana core that stores magical energy.
Using magic drains that reserve. Once empty, magic becomes impossible until the core naturally recharges.
Most people must wait for their mana to recover.
The wealthy don't.
By purchasing access to Prism anima, corporations, politicians, celebrities, and magical elites can bypass normal limitations and maintain access to powerful magic almost indefinitely.
As a result, anima has become one of the most valuable resources in the world.
The Bureau of Magical Affairs (BMA) is the government agency responsible for regulating Prisms.
They track newly discovered Prisms, manage registration records, operate housing facilities, oversee auctions, and enforce laws regarding Prism ownership and usage.
Officially, the BMA exists to protect both society and Prisms.
Whether that's actually true depends on who you ask.
The Prism Liberation Front (PLF) is an underground activist movement dedicated to ending Prism ownership and securing full rights for Prisms.
Some members focus on political reform, legal advocacy, and public awareness.
Others are willing to use sabotage, smuggling networks, and violence to free Prisms from captivity.
To the BMA, they're criminals.
To many Prisms, they're the only people trying to help.
The Concord Society is an exclusive consortium of wealthy Prism owners, influential corporations, political figures, and magical elites.
Membership is by invitation only.
Its members control enormous amounts of wealth, magical resources, and political influence. Many own multiple Prisms and actively lobby to preserve the existing system.
Publicly, they present themselves as responsible stewards of a valuable national resource.
Privately, they're one of the most powerful groups in the magical world.
