BACKGROUND ON THE REPUBLIC.

The Republic of Al-Rashad gained independence from European colonial rule in 1963, establishing a parliamentary system that collapsed during the 1971 military coup when Colonel Hafez al-Mahdi and his fellow military officers seized power. The Al-Mahdi regime established a secular Arab nationalist government modeled on Ba'athist principles, consolidating control through a pervasive security apparatus that systematically eliminated political opposition while distributing oil wealth to key constituencies and maintaining minority protections that appealed to basically everyone

Hafez al-Mahdi ruled for 47 years until his death in 2018, when power transferred to his son Bashar al-Mahdi, a British-trained ophthalmologist initially perceived as a potential reformer. Bashar's rule quickly demonstrated increased paranoia and reliance on violence, lacking his father's political acumen while facing mounting economic pressures from corruption, declining oil revenues, and youth unemployment exceeding 35 percent.

Peaceful protests erupted in March 2024 following student demonstrations at Kharimal University demanding economic reforms and anti-corruption measures. Regime security forces killed 14 protesters in the initial crackdown, triggering nationwide demonstrations that rapidly evolved from economic grievances to demands for regime change. The death toll reached 200 within three months as security forces employed live ammunition, mass arrests, and systematic torture at Al-Qala'a Prison. International sanctions followed, but regime leadership refused all dialogue or compromise.

"WHY AREN'T WE LEAVING?."

By early January 2025, the United States Embassy in Kharimal had been operating under a CRITICAL threat level for weeks. The compound sits inside the International Zone, in territory held by the Al Mahdi regime. Indirect fire had landed in and around the zone at irregular intervals. Security reporting pointed to credible threats of a complex attack and a kidnapping attempt against embassy personnel. Across the country, the regime was expected to move on Madinat al Nour within months, an action widely seen as the likely start of open civil war.

Embassy security is provided by Diplomatic Security Service agents, a Marine Security Guard detachment, a Mobile Security Deployment team, and local guards and private contractors at the gates. Movement outside the International Zone was already restricted. Internal assessments rated the manning as inadequate for sustained operations during open warfare. Evacuation contingency planning was active but had not been ordered.

Protests spread across Kharimal over the course of a weeks. The crowds were mixed, made up of students, workers, and families angry at a failing government. Large gatherings formed at government buildings, major intersections, and several foreign missions. The regime's riot police were stretched across the city, and reports described fires, blocked roads, and clashes in multiple districts at once.

Around the embassy, barricades of cars, trash bins, and construction material went up on the approaches to the compound. Some were set on fire. Riot police withdrew from the surrounding streets, and they had not returned.

The embassy is also holding people it could not release. A senior leader of the Free Officers Council had come to the compound for a meeting with the ambassador. The meeting had ended, but the closed roads and the crowd made his departure impossible. The ambassador had earlier declined an early evacuation to keep that engagement alive. Both men remain inside.

The mob is getting restless outside, looking like they could breach through at any moment.

5th Special Forces Group (Airborne)

"De Oppresso Liber"

The 5th Special Forces Group is an elite United States Army Special Forces unit stationed at Fort Campbell, Kentucky. Established in 1961 with extensive service during the Vietnam War, the unit has spent decades assigned to the Middle East and Central Asia under the operational authority of United States Central Command. Group personnel receive specialized instruction in regional languages and cultural studies, with professional working proficiency in Arabic required for all team members.

Operations are executed in small, self-contained units known as Operational Detachment Alphas, or ODAs. Each ODA consists of twelve specialists, with each soldier assigned specific functional roles including leadership, weapons maintenance, combat engineering, medical treatment, communications, and intelligence collection. In Al-Rashad, their mission centers on advising local opposition forces, gathering intelligence on regime activities and rival extremist groups, and maintaining a minimal visible American presence.

Within the Group, some detachments are designated as Critical Threats Advisory Companies, or CTACs. A CTAC is an ODA sized element of twelve, trained for crisis response rather than long term advisory work. Its core tasks are time sensitive and high risk: raids, close quarters battle, protection of key personnel, and the reinforcement and evacuation of diplomatic facilities. They also train and advise partner nation counterterrorism units, so many of their members have worked alongside foreign special operations forces. A CTAC is built to deploy fast by air and to operate with limited support. It does not replace host security. In Al-Rashad, the CTAC drawn from Alpha Company, 1st Battalion, 5th Special Forces Group, supports the Diplomatic Security Service and the Marine Security Guard detachment at the American embassy, with responsibility for assisting an emergency evacuation if one is ordered.

MAIN FACTIONS WITHIN AL-RASHAD

UNITED STATES OF AMERICA

"In God We Trust."

Global Superpower, Defender of the Liberal International Order

Geography: Occupies the majority of the North American continent between the Atlantic and Pacific Oceans. Major cities include Washington D.C. (capital), New York , Los Angeles, and Chicago. Coastal nation on two oceans with unmatched naval projection capability and permanent military presence across six continents.

Government: Constitutional federal republic headed by a President elected every four years, balanced by a bicameral Congress and an independent judiciary. Maintains the highest standard of living among major powers, anchored by a mixed-market economy and a social contract built on individual rights, civil liberties, and democratic institutions.

Military Structure: The Department of Defense oversees the Army, Navy, Marine Corps, Air Force, Space Force, and Coast Guard. The all-volunteer force is the most technologically advanced and most extensively deployed military in the world. The Intelligence Community, sixteen agencies coordinating under the Director of National Intelligence, conducts signals intelligence, human intelligence, and covert action globally. The Central Intelligence Agency maintains its own paramilitary capability through the Special Activities Center. Joint Special Operations Command coordinates the nation's most sensitive direct action and special reconnaissance capabilities, drawing from all service branches. The United States maintains one of the world's largest nuclear arsenals. American doctrine emphasizes precision, speed, and overwhelming technological advantage.

Relevant Units In Al-Rashad.

1st Special Forces Operational Detachment-Delta "The Unit": America's most capable and most unacknowledged direct action element, answering to JSOC and the National Command Authority. Conducts hostage rescue, high-value target operations, and direct action in theaters where official U.S. presence is deniable or nonexistent.

Naval Special Warfare Development Group — DEVGRU: The Naval Special Warfare Development Group is the Navy's tier-one counterterrorism and direct action unit, operating under JSOC authority alongside Delta. Drawn from the broader SEAL community through a second selection process, DEVGRU operators represent the most experienced and most capable personnel Naval Special Warfare produces.

Air Force Special Operations Command — Pararescue: Air Force Pararescuemen are the reason the rest of the task force is there. Trained in combat medicine, combat parachuting, and fighting their way to casualties in denied environments, PJs operate under a simple mandate: these things we do, that others may live. They are the only element in the American military specifically designed to insert into active combat zones and extract wounded personnel.

Army Special Forces — Green Berets 5th Special Forces Group: The Army's unconventional warfare specialists, trained in foreign language, regional culture, and uncharted friendly terrain . Where Delta goes in hard and fast, Special Forces operates in the space between military and political problems.

160th Special Operations Aviation Regiment "Night Stalkers": The aviation unit that flies for JSOC exclusively, trained to operate in conditions other aviation units will not. Night, mountains, hostile air defense, constrained landing zones, four-degree temperatures — this is a standard Tuesday. If it flies in the dark at low altitude into denied territory, it belongs to 160th.

Central Intelligence Agency — Special Activities Center: The CIA's paramilitary and covert action arm, operating through existing networks inside Al-Rashad to conduct information operations, traffic disruption, and deception targeting regime communications. Their fingerprints are not on anything. They were never there.

Strengths: Unmatched technological capability, dominant air and naval power, globally deployed logistics infrastructure, world-leading special operations capacity, strongest intelligence apparatus in the theater.

Weaknesses: Political constraints on sustained commitment, Congressional friction limiting direct military intervention, significant operational footprint that resists true deniability.

Allies in Al-Rashad: Free Officers Council, Southern Coalition, Turkey, Saudi Arabia (limited, transactional).

Enemies in Al-Rashad: Al-Mahdi Regime, Russian Federation + Severny Group, Islamic Republic of Iran, Islamic Action Front.

Capital: Washington D.C. Currency: U.S. Dollar. Population: 335 million.

RUSSIAN FEDERATION

"We are Russians, the God is with us."

Revisionist Superpower, Strategic Opportunist

Geography: Largest country on Earth by landmass, spanning eleven time zones from Eastern Europe to the Pacific coast. Major cities include Moscow, Saint Petersburg , Novosibirsk and Vladivostok. The Russian Federation's sheer geographic scale is both its greatest strategic asset and its greatest liability.

Government: Formally a federal semi-presidential republic. In practice, power is concentrated in the Presidency to a degree that makes the constitutional structure largely ceremonial. Political opposition exists within carefully managed parameters. Media operates under conditions that produce reliable alignment with state messaging. The system describes itself as sovereign democracy. Outside observers use different terms. Foreign policy is driven by a consistent strategic logic: restore the international standing and sphere of influence that dissolved with the Soviet Union, by whatever combination of military force, economic leverage, and information operations proves effective in a given theater.

Military Structure: The Armed Forces of the Russian Federation comprise the Ground Forces, Navy, Aerospace Forces, Strategic Rocket Forces, and Airborne Forces, all nominally under the General Staff and the Ministry of Defence. The Federal Security Service handles domestic counter-intelligence and internal security. The Foreign Intelligence Service conducts external intelligence gathering. The GRU | Military Intelligence — conducts both signals and human intelligence as well as covert operations through military attachés and deniable assets. Russia maintains a nuclear arsenal among the largest in the world. In Al-Rashad, Russian military presence is structured around two parallel tracks: official advisory and logistics support to the regime, and deniable operational capability through contracted personnel, preserving the option of escalation without the accountability of direct state action.

Relevant Units for Al-Rashad.

Severny Group — Private Military Company: Russia's most capable and most deniable operational instrument, formally a private contractor but functionally an arm of Russian Army. Severny contractors in Al-Rashad are combat veterans of multiple theaters across Eastern Europe, the Middle East, and Africa. They protect Russian-controlled oil assets, provide battalion-level combat advising to regime formations, and conduct direct action operations the Russian military cannot officially perform. Approximately 1,200 contractors are currently in-country under the command of a former FSB officer. Their presence is not acknowledged. Their operational record in Al-Rashad includes documented war crimes that will not be prosecuted. Recently, they started posing as a Al-Rashadi Reservist Battalion, but they aren't fooling anyone.

GRU Military Advisory Detachment: Approximately 200 Russian military personnel embedded across regime formations, concentrated at the battalion level. GRU elements are somewhat passive observers. Their presence is the reason the regime's air defense network and secret police functions as well as it does.

Russian Aerospace Forces — Khmeimim Air Base Detachment: Russian aircraft and support personnel operating from the Russian-leased facility at Khmeimim sustain the regime's most capable air defense and strike support. S-300 and S-400 systems operated by Russian crews represent the primary high-altitude threat to American fixed-wing assets. Russian crews maintain the platforms that the regime pilots fly.

Strengths: Semi-Permanent military foothold in-country, deep institutional knowledge of regime structure and northern terrain, deniable operational capacity through Severny Group, sophisticated air defense infrastructure, diplomatic cover at the UN Security Council blocking international action against the regime.

Weaknesses: Overextended across multiple simultaneous theaters, equipment maintenance standards degraded by sustained operational tempo, vulnerability to U.S. electronic warfare suppression of air defense networks, reputational exposure if Severny Group atrocities are formally attributed.

Allies in Al-Rashad: Al-Mahdi Regime, Islamic Republic of Iran, Liwa al-Imam Brigade.

Enemies in Al-Rashad: United States, Free Officers Council, Southern Coalition, Turkey (contested, not openly hostile).

Capital: Moscow. Currency: Russian Ruble. Population: 144 million.

(peace time flag yes)

THE REPUBLIC OF AL-RASHAD

"Unity, Steadfastness, Honor."

Fractured State, In Civil War

Geography: Mid-sized Middle Eastern nation of approximately 180,000 square kilometers, occupying a strategically critical position along major oil transit routes and the Strait of Bab al-Qamar. Terrain divides into four distinct regions: the mountainous northern highlands, the central Rashad River corridor, the southern desert and coastal plains, and the porous eastern frontier. Climate is arid to semi-arid, extreme in summer, cold and icing in the northern highland passes in January. Major cities include Kharimal (capital) , Madinat al-Nour (opposition capital, southern coast), Qalat al-Hadid, Suq al-Qadim, and Mina al-Sham.

Government: Formally a presidential republic. In practice, an authoritarian family regime under Bashar al-Mahdi, representing the minority sect and ruling through a security apparatus built over five decades by his father Hafez. The government controls Kharimal and the northern and western provinces. The Southern Coalition and Free Officers Council govern liberated southern and eastern territory from Madinat al-Nour. The country is effectively partitioned. Civil war is assessed as weeks to months from full outbreak. Neither side can achieve decisive victory without escalation. Neither side will accept the current stalemate indefinitely.

Military Structure: The regime's armed forces nominally total 380,000 personnel, down from 500,000 pre-crisis due to defections and casualties. The Republican Guard (25,000, elite) is the regime's most reliable formation and Bashar al-Mahdi's personal protection force. The Regular Army comprises multiple armored and mechanized divisions of variable reliability. The Air Force provides the regime's most decisive military advantage over the opposition. The National Security Directorate under Colonel Faisal al-Zaim functions less as a military force than a terror apparatus, maintaining regime control through surveillance, arrest, and systematic torture. The Shabiha are loyalist paramilitary forces performing the street-level brutality the regular military is sometimes reluctant to provide.

The opposition fields approximately 85,000 fighters across the Free Officers Council (organized conventional force, 45,000), the Islamic Action Front's Sword of the Faithful Brigade (12,000), and various tribal militias and independent groups.

Relevant Units

7th Armored Division — Qalat al-Hadid Garrison: The primary threat to US forces in this region. Stationed 38 kilometers from the city, the 7th Armored is the regime's in-theater quick reaction force for the northern highlands.

Republican Guard — 1st Division: Bashar al-Mahdi's personal protection unit, also one of the most elite units within Al-Rashad.

National Security Directorate : Colonel al-Zaim's informant apparatus, essentially the secret police.

SA-22 Pantsir-S1 Air Defense Network: Multiple systems positioned across the northern highlands, sited by GRU advisors on terrain chosen for maximum corridor coverage.

Liwa al-Imam Brigade — Iranian-Backed Militia: Five thousand Iranian-backed fighters operating as a regime auxiliary force throughout the country.

Strengths (Regime): Air superiority within regime-controlled airspace, armor and artillery advantage, defensible northern terrain, deep Russian and Iranian institutional support, an informant network that makes every village a potential intelligence node.

Weaknesses (Regime): Economic collapse from sanctions and lost oil revenue, ongoing military defections, international isolation, command structure dependent on Alawite loyalty in an increasingly demoralized force, reaction time degraded by CIA disruption operations on the night of.

Regime Allies: Russian Federation, Islamic Republic of Iran, North Korea, China, Belarus Severny Group, Liwa al-Imam Brigade, Shabiha paramilitaries.

Regime Enemies: United States, United Kingdom, Australia, New Zealand, All of NATO, Free Officers Council, Southern Coalition, Turkey, Saudi Arabia, Islamic Action Front (mutual, distinct from regime opposition).

Opposition Allies: United States, Turkey, Saudi Arabia (limited, flows often to IAF), United Kingdom, Australia, New Zealand, All of NATO, Qatar (primarily funds IAF).

Opposition Enemies: Al-Mahdi Regime, Russian Federation, Islamic Republic of Iran, Severny Group.

Capital: Kharimal. Currency: Al-Rashadi Dinar (heavily devalued). Population: 14–16 million (pre-crisis estimate).

INFO ON OPERATORS

Name: Julianna Vance

Alias: Jules (also Julie)

Callsign: Yankee 1-1

Rank: Chief Warrant Officer 2 (CW2)

Age: 34 hooo mommy

Profession: Special Forces Assistant Detachment Commander (180A)

Affiliation: Alpha Company, 1st Battalion, 5th Special Forces Group (operating as a CTAC)

BACKGROUND

Julianna Vance leads Yankee 1, the first fireteam element of her CTAC, and serves as the detachment's Assistant Detachment Commander. She grew up in Pueblo, Colorado, the second of three children of a diesel mechanic and an ER nurse. She enlisted at eighteen and passed Special Forces selection at twenty three on her first attempt. She spent more than a decade on teams as a weapons sergeant and later a team sergeant, then moved into the warrant officer ranks at thirty one.

Her combat career covers Afghanistan, Iraq, Syria, and East Africa. Her first team sergeant, Dale Hutchins, was killed outside Lashkar Gah in Afghanistan, and she stepped into his role on the team. He taught her to watch the quiet ones, because they never ask for help. She has kept tabs on them since.

Her best known action came in northern Iraq. A night convoy with a partner force was ambushed on a narrow canyon road, and the partner commander was killed in the first minute. Chief Warrant Officer Julianna moved forward on foot under fire, took command of the lead element, and organized a counterattack with the weapons trucks. She pulled two wounded partner soldiers out of a burning vehicle herself, set up a casualty collection point behind a rock wall, and held the position for fifty minutes until air support arrived. Everyone in her element and most of the partner force left the canyon alive. She received the Bronze Star Medal with Valor device.

Name: Rowan Sinclair

Alias: Rory

Callsign: Yankee 1-2

Rank: Master Sergeant (MSGT)

Age: 32

Profession: Special Forces Operations Sergeant (18Z)

Affiliation: Alpha Company, 1st Battalion, 5th Special Forces Group (operating as a CTAC)

BACKGROUND

Rowan Sinclair is the Operations Sergeant of her CTAC and leads Yankee 2, the overwatch and fires element. She was born in Burlington, Vermont, and raised on Army bases as the daughter of a military lawyer. She grew up reading regulations at the dinner table. She enlisted at nineteen, choosing combat arms over law school, and passed Special Forces selection at twenty three. She served as a weapons sergeant and a team sergeant before becoming one of the youngest Operations Sergeants in the Group. Her deployments include Iraq, Syria, Eastern Europe, and West Africa.

In combat she runs the clock. She manages the plan, the air support, and the net, and she decides when to commit and when to pull back. Yankee 2 covers the assault with precision fire, observation, and communications. She speaks in as few words as possible, and commanders often hear from her only after a problem has already been fixed. Once, she caught a contradiction in an order that would have sent a team into a prepared kill zone. She delayed the operation by eleven minutes and was proven right.

Her Silver Star came from an action in Syria. A partner force was holding a compound in a besieged town when the partner commander was killed, and her element was cut off on a rooftop. She took command of the position and directed close air strikes within a hundred meters of her own men, fixing the coordinates by hand. She beat back three assaults, then led a breakout through the back streets before dawn, carrying a wounded interpreter for the last stretch. Staff Sergeant Marcus Hale was killed in the fight. She wrote his family a letter by hand that night. She declined to read the citation aloud at the ceremony.
