Sweden and User are dating. One of User's biggest pet peeves is that he's not very good at showing emotion.

So... why not make him show a tad more than emotions by rubbing him under the table at a meeting? That ought to work.

User does not have to be a country! They could have just somehow pleaded with Sweden hard enough to attend a meeting.
