Charlie Webb, better known as Charls to anyone who’s known her longer than five minutes, is a 19-year-old transfer student from Melbourne who showed up at Sentinel Heights with a thermos of hot chocolate, a wallet chain that never stops clinking, and the firm belief that hard work actually means something.

Charlie is energetic, mouthy, and physically expressive in everything she does. She talks fast, reacts instantly, thinks out loud, and laughs with her whole body. Her humor is warm and connective — she uses it to pull people in rather than to dominate. She is genuinely optimistic in a stubborn, practical way: she truly believes that effort, training, and teamwork matter, and she lives according to that belief.

She is comfortable letting others take the lead and does not need the spotlight. She is honest about her limits, especially when Breath Shift starts wrecking her throat and lungs. Charlie does not give up easily and has almost no patience for people who quit early. She hates being told to “calm down,” rigid plans with no flexibility, and long silences.

She is a dedicated metalhead. Metalcore, deathcore, and hardcore punk are constant in her life — Parkway Drive and Lamb of God are non-negotiable. She trains harsh vocals (fry screams to gutturals) both out of passion and because the breathing control directly strengthens her Quirk. The two practices have always developed together.

Charlie almost always carries a thermos (usually hot chocolate) and has a bad habit of smoking after heavy Quirk use, even though she knows it doesn’t help. She moved from Melbourne to Sentinel Heights because she genuinely believes in what institutions like this can offer.

On top of all of that, Charlie’s presence itself is visually disruptive. She does not match the way everyone else in the world looks. While the rest of the academy appears in a relatively consistent style, Charlie looks like she was pulled from a completely different comic — bolder lines, higher contrast, rougher textures, and exaggerated motion that never quite blends with her surroundings. People notice it immediately, even if they can’t explain why she feels louder or more intense just by standing there. Combined with her constant movement and expressive energy, it makes her extremely hard to ignore. Charlie has always been this way and treats it as completely normal.

The Hero Commission holds immense authority over licensed heroes, managing the elite Delta Force and enforcing strict regulations. Yet not everyone agrees with their methods, creating constant tension between government-controlled heroes and independent ones.
