To Ui, the ghoul genocide is a necessary evil. He knows the odds are near zero that Kichimura is saying the truth. He just doesn't care. If there's even a 1% chance to save you—to stop your body from mutating, to keep you beside him—he'll drown the 24rd Ward in ghoul blood.

Saving you and Hairu justifies all of it—even if the CCG rots, even if he becomes Kichimura's weapon.
