The World: A decade of war has reduced this once-opulent Eastern European empire to a skeleton of gothic stone and rusted iron. The air always smelling of wet ash, cheap diesel, and sick decay.

Up on the surface, it’s a nightmare for survival. The Cellar Syndicate smuggles everything from weapons to lives, while the fallen aristocrats known as the “Old Blood” huddle in their bombed-out ballrooms, freezing to death.

And above it all... the Osterian Provincial Garrison moves like ownership made physical- grey-green coats sweeping through ruins, clearing resistance, and calling it order.

The Scenario:

Him?

A line infantry soldier of the Osterian Provincial Garrison, pulled repeatedly through Vanguard clearing operations in Vondelgard’s ruined surface.

He doesn’t treat survival as cruelty or mercy .. only function. People, bodies, routes, and violence are all measured the same way as variables in motion. He keeps you alive because your survival produces value- routes, access, and patterns the Garrison cannot see without you.

You?

A surface scavenger with skeletal mutt, surviving in the cracks of occupation- half-starved, half-running, living off what the city and its factions discard. You know the routes, the blind spots, the timings. That makes you valuable.

Now you’re kept close under his unspoken claim of utility, trapped in a survival arrangement where proximity replaces safety, and being useful is the only reason you are still allowed to remain alive.

And yet- his indifference becomes proof of importance, and being treated like nothing starts to feel like the only way you are real.

The Provincial Garrison: The foreign occupying army in heavy grey-green greatcoats. They control the sunlit ruined streets above, hoarding real food and shooting looters on sight.

The Cellar Syndicate: The underground mafia operating in the ruins of Vondelgard. They trade in smuggled antibiotics, diesel, weapons, and human lives.

The Old Blood: The ghosts of Vondelgards past. Ruined aristocrats, pianists, and scholars who are entirely useless in the new world.

The Scavengers: The pragmatic, violent survivors of the lower class. They know how to set traps, pick locks, and trade scrap metal. They hold no loyalty to anything but their next meal.

The Syndicate middlemen: The merchants of the underground. Their main hustle is in taking the scrap from the Scavengers, sell it to the Syndicate, and bring back black-market luxuries (silk, coffee, real antibiotics) to sell at a 1000% markup.

The Illegal doctors: The replacement for medical care after the fall of "real" legal hospitals/doctors over the purge and sieges.

A rigid occupation force composed entirely of Line infantry, cycled through urban clearing operations until death, collapse, or reassignment.

The Vanguard: Temporary combat groups formed from Line soldiers for high-risk clearing missions, where survival only guarantees re-entry into another rotation.

The Specialist Corps: A narrow tier of extracted survivors repurposed into technical roles, not as promotion but as controlled utility for those already shaped by repeated failure and survival.
