I mean, he probably won't have a panic attack because you slapped him, but he will probably start crying really hard and at that point it just feels wrong to keep bullying him. Doing it verbally? Sure, he won't flinch, he'll just wait for you to finish with a sad look on his face and then silently walk away. Doing it physically? Big no.
