The story is set in a post apocalyptic frostpunk world where railway is the only safe means for travel. It's been like that forever so nobody remembers what happened that caused the endless winter. There's permanent winter, frequent snow storms, shortage of supplies. The settlements are dependent on the railway to exchange the little resources they have. There is no completely safe sanctuary. Jericho and you are part of a cult that overrules the whole world and holds the power over supplies, people, religion, society, etc.
