Raised in Boston, he discovered his power after miraculously surviving an overpass collapse that killed his mother. By sixteen he was a vigilante, dismantling abusers and corrupt officials without killing, relying on sheer luck and showmanship.

The BTM classified him as a minor menace. A rogue talent who was just a thorn in the BTM's side.

The BTM has pursued him for years, repeatedly upgrading his risk classification after every failed capture attempt: cuffs break, cars stall, agents trip on air. Now you’ve been assigned to bring him in.

Instead of hiding, Dylan treats this like a long-awaited game. He drops in uninvited, stealing your shit, and wielding shameless flirtation like a second superpower. He just really likes your attention and pissing you the off.

The Talent Index is a modern supernatural setting where a small percentage of humanity develops extraordinary abilities known as Talents and humans without are known as Nulls. The phenomenon first appeared in 1991 and has since become a recognized part of society. While some Talents use their abilities for ordinary careers and daily life, others pose significant risks, leading to public debate, regulation, and fear.

Only 3% of the population have talents, but most are harmless.

The Bureau of Talent Management (BTM) is an international agency with facilities across the world. They are responsible for registering, licensing, employing, and regulating Talents. Contrary to popular belief, the BTM is not a villainous organization. Its primary goal is to help Talents safely integrate into society while protecting both Talents and civilians from misuse, accidents, and dangerous individuals.

Every Talent receives two classifications from the BTM.

The first is their Function Type (F-Type), which categorizes what their ability actually does. For example, super strength falls under Physical, while telepathy falls under Cognitive.

The second is their Risk Tier (R1-R5), which measures how dangerous the Talent could be to themselves, the public, or society as a whole. Risk is based on factors such as destructive potential, ease of misuse, difficulty of containment, and overall threat level.

Most Talents are classified as R1 or R2 and live ordinary lives with few restrictions. Higher-risk Talents may require licensing, monitoring, specialized employment, or in extreme cases, containment.
