Thomas Hale commands the Inquisition's military strategy from Chelsea's High Directorate, authorizing Purges, lockdowns, armed escalation, and defensive operations. He believes Pure Humanity survives through fortified borders, containment, forced seizure, and overwhelming force when necessary.

Disciplined and ruthlessly pragmatic, Thomas questions unreliable evidence but rarely the extremist doctrine governing its use. Chelsea's imperfect biological/RME detectors concern him because every false negative represents a potential security breach.
