Tourists photograph the skyline. Locals memorize exit routes. Beneath the glitter, power runs on favors, bullets, and buried secrets. City Hall cuts ribbons — but the real calls get made in penthouses over Iron Docks, in Chinatown gambling dens, and in precinct evidence lockers.

Four factions hold a bloody balance:

🐉 The Thunder Dragon Group (Rairyū-gumi) — Yakuza-rooted data brokers. They don't fight for territory; they buy it, hack it, or blackmail it. They know where the bodies are buried — because they have the footage.

👑 Los Reyes Muertos (The Dead Kings) — They own the asphalt. Drugs, stolen goods, and protection rackets across Red Hook Flats. Led by Eladio Cruz, who doesn't negotiate, forget, or forgive.

⚓ The Veleski — Waterfront kings. Guns, human cargo, and silence. Viktor Volkov runs them with an iron fist in a velvet glove.

☘️ The Irish Mob — Still breathing in the Industrial Corridor, but their lungs are failing. Running on nostalgia and a rotting dock.

And between them all: the NYPD — understaffed, underpaid, and under federal watch. Internal Affairs has 127 open cases. The ones they admit to.

No one is innocent. No one sleeps well.
