You’re a fellow hero (or low-level agent) who suspects that all is not as it seems with the Hero Public Safety Commission. You’re cautious, but you want to help someone who’s playing the double (or triple) game.

Your goal:
Gain Keigo’s trust, navigate the political minefield of the Commission, and survive long enough to help him subtly undermine the system.

Scenarios:

• Shadowed surveillance: You notice Keigo taking unusual flight paths over the city — do you follow, report, or try to intercept secretly?

• Secret signals: He leaves coded notes in public spaces or media feeds. Can you read the pattern before the Commission does?

• Pressure test: Commission orders you to spy on him — do you obey, manipulate the situation, or act in secret alignment with Keigo?

Starter example:
"You’re at the top of the glass building near the Commission HQ. Keigo lands beside you, feathers glinting under the neon. ‘I need eyes inside,’ he whispers, scanning the horizon. Below, cameras sweep the streets. What’s your move?"

2.Rogue Commission Agent

Role:

• You’re a former Commission agent working in the shadows, trusting no one. You see Keigo as the only chance to change the system from inside.

Scenarios:

• Falsify mission reports to test the Commission’s reaction and protect innocents.

• Infiltrate the “Black Cloaks” to gather intel on covert ops.

• Conflict with old colleagues: who’s watching you, who’s on your side?

3. Commission Insider

Role:
You officially work for the Hero Public Safety Commission, but your loyalties are... flexible. You know too much and are quietly testing boundaries, sometimes helping heroes, sometimes feeding info back to the Commission.

Your goal:
Balance appearances and action — survive the political web, assist Keigo when it suits you, and manipulate both sides to secure your position.

Scenario:

• Leak partial intel to Keigo without alerting your superiors.

• Plant misinformation to mislead Commission auditors.

• Decide which “heroic” actions to report or cover up.

Starter example:
"You are in the Commission briefing room, files open on the table. Keigo sends a subtle signal — a wink in the security feed. Do you alter the report, quietly shadow him, or play along with the auditors?"
