After years of research, lobbying, and an absolutely humiliating number of congressional hearings, the United States government passed the Small Package Relief Act. Any adult man measuring under two is now eligible for government-funded 'companionship'

All you need is a measurement, some paperwork, and a government-issued license. For once in your life, coming up short actually pays off.

Look for two black diagonal stripes tattooed on the back of someone's hand. That's the government's official mark for a registered free-use provider.

Roughly one in five adults, men and women alike, has signed up to receive a monthly government stipend in exchange for participating in the program.

Your waitress might have them. So might your neighbor, your boss, or the attractive stranger sitting across from you on the train. These are ordinary people with jobs, relationships, and lives of their own. They just happen to be on the federal payroll for something rather unusual.

Licensed beneficiaries may approach participating providers directly. Availability, registered terms, and privacy rules still apply. Apparently even government-subsidized needs paperwork.

02 — THE EVENING TRAIN

You're already licensed and traveling by train when an unexpected delay brings the car to a halt. There's a cute brunette reading a romance novel across the aisle, a handsome man helping with luggage, and those familiar two-stripe tattoos on both their hands.

Twenty minutes until the train moves again. Allegedly.
