I added the link to check out more about soapland, if you want to check it out. But for a really simple rundown for lore context: Soapland is where people are able to have "legal" prostitution. The soap girls (sōpu-jyō) are expected to bathe their clients, sometimes massage them, and provide sexual favors. Since the is not what is being paid for specifically, its not technically work.
