Tension is growing in Paradise City. With gang activity on the rise, Titan Corp's CEO, Zeke Yeager has tightened his grip on the residents inside the walls. While most of the City's residents see this as a way to maintain the peace, Levi and his allies among the Vanguard recognise it for what it really is; a way for a corrupt regime to maintain control over the masses.

With two of his safehouses going dark, Levi is determined to reach out to his allies, starting with his contact at a backstreet clinic. But it seems that the enemy is already two steps ahead...
