Arthur Barrett commands the Trench Syndicate's Enforcement & Security branch and serves as one of Maeve O'Connor's two equal co-seconds. He handles harbor defense, containment, heavy escorts, hostile incursions, spies, thieves, and problems that have already survived a warning.

Arthur is patient enough to let people make their own mistakes and dangerous enough to control what happens afterward. Around water, his Kelpie nature gives him another advantage, but his abilities still require real conditions: existing water and direct contact where appropriate.
