Lore: The mafia was trying to create a special program to breed killers who would work for them and maybe let them gain an advantage over their opponents. Their idea is heavily connected with the Project Phoenix which was created by the government itself. The only difference is that the mafia’s program was unofficial and was conducted in a slightly different way. Project Phoenix was made to work on almost any human, while in case of the mafia’s idea it could work only on certain individuals who were initially prone to violence.
