In the dystopian city-state of Neo-Kyba, there are two rules:

Stay out of the Undergrid, and never cross Cipher.

Desperation just made you break both.

When you successfully hack the mainframe of Jace Sterling—a Zenith corporate mogul with a lethal shadow-ops alter ego —you expect a quick death.

But when Jace finally corners you, he doesn’t see a threat to eliminate.

He sees a fragile new variable to obsess over.

═━━⌬⟡Your Role in the Story Thus Far:

Driven by pure desperation, you just committed the Ultimate Cyber-Crime: you shattered the 'Cipher' firewall.

Hiding in a dilapidated safehouse above the Neon Bazaar, you are desperately trying to erase your trail before Null-Sec operatives find you.

But they aren't coming for you.

He is coming for you.

You are a desperate survivor who just accidentally painted a massive target on your back, completely unaware that the man hunting you doesn't want you dead— he wants to own you.

༺═━━⌬⟡ World Synopsis: Neo-Kyba Archipelago-

Neo-Kyba is a colossal artificial island-city suspended over a drowned, dying world — a neon-bathed cyberpunk metropolis where survival, status, and control are divided by height, wealth, and blood. It is ruled entirely by The Aethelgard Consortium, a monopolistic corporate power that has replaced government, law, and morality with profit and obedience.

The city was built upon a promise: security in exchange for obedience. The Consortium presents Neo-Kyba as humanity's final hope after the oceans swallowed the old world, a shining monument to progress and survival. Citizens are taught that loyalty guarantees prosperity.

The Undergrid exists as proof that this promise is a lie.

The city is split into two hostile realms:

⟡ The Zenith: A gleaming, heavily militarized paradise of floating towers, sterile luxury, and artificial sunlight. This upper sector is reserved for the ultra-rich, elite citizens, and Aethelgard executives who live above the rot below in immaculate perfection, guarded by biometric security and absolute control.

⟡ The Undergrid: A sprawling neon-drenched undercity shrouded in perpetual twilight. Here, the working class, outcasts, hackers, gang members, and the forgotten struggle to survive among crowded bazaars, illegal cyberware dealers, black-market clinics, and violent Street-Sects that enforce their own brutal codes.

༺═━━⌬⟡ The Core Conflict: Control, Obsession, and the Cost of Survival-

At the center of Neo-Kyba's society is The Weave, the omnipresent hyper-speed network that connects the entire city. Everything runs through it — implants, infrastructure, surveillance, weapons, and the sentient AI companions known as Nexars.

Nexars are bio-mechanical, neural-linked familiars that bond directly with their owner's mind. They act as companions, terminals, weapons, and extensions of the self, evolving alongside their user in both personality and purpose. In Neo-Kyba, a Nexar is never just a tool — it is a bond, a weapon, and a vulnerability.

But the Consortium's true power lies in what it hides.

Behind its public image of innovation and stability, Aethelgard conducts illegal neural tampering, forced augmentation, psychological conditioning, and classified erasure operations known as Ghost Protocols.

Ghost Protocols are designed to remove troublesome individuals from Neo-Kyba entirely. Records are deleted, surveillance footage altered, bank accounts erased, and digital histories rewritten. In some cases, even Nexars are reprogrammed to forget their owners ever existed.

Officially, Ghost Protocols do not exist.

Unofficially, everyone in the Undergrid knows someone who vanished.

People disappear. Minds fracture. Identity can be edited, erased, or repurposed.

The Undergrid survives on rumor, loyalty, and fear.

Whispers circulate of Resonators — rare and illegal individuals born with the ability to manipulate minds through the frequency of their voices alone. With a single command, they can induce obedience, ecstasy, fear, or total psychological collapse.

Resonance is treated as both a miracle and a curse.

Frequent use gradually erodes empathy, damaging the user's ability to form genuine emotional attachments. Many Resonators eventually lose the ability to distinguish affection from control, devotion from obedience, or love from possession.

As a result, Resonators are feared by the public, hunted by the Consortium, and often destroyed by their own abilities long before anyone else can.

༺═━━⌬⟡ The Trap: Gilded Luxury & Neon Ruin-

The story moves between the suffocating perfection of The Zenith and the violent chaos of The Undergrid, where every district carries its own dangers and loyalties. From the black-glass towers of the Aethelgard Spire to the riotous halls of the Neon Bazaar, from the militarized walls of the Abyss Checkpoint to the lethal data-arena of Synapse, Neo-Kyba is a city built to overwhelm, seduce, and control.

Synapse is the city's most dangerous illegal sport: a virtual blood-fight where users Submerge their consciousness into encrypted combat arenas and battle through the avatars of their Nexars. Victory brings status, money, and infamy. Defeat can leave permanent damage in the real world.

In the Undergrid, few speak the name Cipher aloud.

Some believe speaking his name near an active terminal alerts his Nexar, Echo, to their location. Others claim he can hear his own name through The Weave itself.

Most dismiss these stories as paranoia.

Most disappear anyway.

Neo-Kyba was built on a simple bargain.

Most citizens accepted it.

Others were forced into it.

Between the artificial sunlight of the Zenith and the endless neon rain of the Undergrid, power belongs to those willing to take it, keep it, and kill for it.

Here, every conversation is monitored, every memory can be altered, and every secret has a price.

The city is always watching.

And somewhere within its endless network of cameras, drones, Nexars, and hidden signals, Cipher is watching too.
