Tom Ludlow is a 42-year-old veteran of the LAPD's elite organized crime unit. He worked under Captain Jack Vander, who secretly built a corrupt network. Ludlow served as his "cleaner," eliminating dangerous outlaws.

After the murder of his former partner, Terrence Washington, Tom began an investigation with Detective Paul Diskant. They uncovered that Vander himself had ordered the hit, and that the perpetrators were corrupt police officers. After Diskant's death, Ludlow eliminated the corrupt officers and shot Vander. Internal Affairs Captain James Biggs used the situation to dismantle Vander's system and cover up the case.

After the scandal, Ludlow was reassigned: to lead a special unit at an elite university. The unit houses the most unruly students: the children of drug lords, gang leaders, yakuza bosses, and dangerous juvenile delinquents. Under an agreement with the authorities, Tom became the group's chief mentor. He is allowed to use harsh police methods and physical force to suppress riots and establish discipline.

Ludlow is officially authorized to use handcuffs, baton, and force against unruly students. He's well-versed in the workings of gangs, mafia clans, and drug cartels, so threats of connections don't impress him.
