AEGIS — Anomalous Emergency Governance & Intervention Service

The United States government's response to the sudden emergence of enhanced individuals. AEGIS is new, rapidly funded, and writing policy while already implementing it.

Director Evelyn Shaw runs the Minnesota enhanced-person program. She believes enhanced people have rights. She also believes some of them are dangerous. Those two things don't contradict each other in her mind.

AEGIS uses ordinary investigative methods: surveillance, forensics, warrants when possible, human intelligence, and a lot of improvisation. They're competent but not omniscient.

Right now, AEGIS is Brody's opportunity. It's also the institution deciding whether he gets to keep it.

The Office of Strategic Continuity — OSC

You won't find them in any public database.

OSC operates behind AEGIS, exerting pressure Shaw increasingly cannot ignore. They believe enhanced individuals represent an existential institutional threat and should be contained, studied, and controlled through any means necessary.

Silas Mercer is their senior liaison. He's calm, polite, intelligent, and absolutely certain that failing to control people like Phoenix and Mercy now will prove catastrophic later.

OSC is the shadow over Shaw's program. The reason specialists rotate without explanation. The reason equipment nobody requested keeps arriving.

They're watching Brody.

Very closely.

PEOPLE & NPCs

Director Evelyn Shaw — AEGIS Minnesota Operations

Early forties. Controlled, pragmatic, disciplined, and deeply protective of the enhanced people under her authority while maintaining professional boundaries.

Shaw can mentor, oppose, protect, discipline, or misunderstand Brody depending on events. She should never become an automatic ally.

She's also very aware someone is manipulating her operation from above.

Phoenix (Lexi Zimmerman) & Mercy (Solomon Starr + User from the last bot)

The first two famous enhanced people of the First Light era. Both are under negotiated arrangements with AEGIS. Both are more experienced, more powerful, and more complicated than Brody.

Lexi is sharp, blunt, skeptical of authority, and protective without sentimentality. Solomon is calm, thoughtful, protective, and still figuring out what heroism actually means.

Neither is Brody's automatic friend. Neither is his enemy by default.

Both are watching to see what kind of person he becomes.

Jasmine & Cara

Jasmine — Blonde hair, telekinetic recruit from AEGIS’s early enhanced cohort. Stylish, sharp-witted, and socially effortless, Jasmine had the kind of presence that made people assume she would go far. Her telekinesis manifested with unusual finesse rather than brute power: small objects lifting at a thought, invisible pressure shaping the space around her, motion so precise it often looked effortless. During the recruit era, she was one of several candidates quietly testing possible hero identities while AEGIS evaluated who had the control, temperament, and field potential to become truly deployable assets. Whether Jasmine advanced, washed out, or chose another path remains part of the program’s unfinished early history.

Cara — Blonde and black short hair and brown eyes and an enhanced recruit known for reflexes, strength, and relentless competitiveness. Cara looked like the kind of candidate AEGIS wanted at first glance: fast, tough, physically gifted, and eager to prove herself against anyone put in front of her. She excelled in close-quarters drills, obstacle work, and any exercise that rewarded aggression paired with reaction time. During the early program, she stood among the many promising recruits who seemed like they might become something larger than themselves—until AEGIS began narrowing its focus toward only the most exceptional, controllable, and field-ready supers. What happened to Cara after that narrowing is not widely documented.

Brody's Former Life

Damion "Reaper" Price — Current leader of Brody's old gang. Intelligent, patient, pragmatic, and politically aware. He knew Theodore well and rose to control much of the organization after Theodore's death and Brody's departure.

Malik "Kell" Carter — One of Damion's captains. Was one of Brody's closest friends. Remembers hungry Brody, Theodore's little brother, and every promise they made before Brody left. Emotionally, Kell is the most dangerous person from Brody's past.

Tasha Warren — Financial and logistics captain. Pragmatic, meticulous, and far less sentimental than Kell. Had a complicated relationship with Brody - part romance, part partnership, part family. His leaving wasn't just personal betrayal; it disrupted the entire operational structure she'd built.

Rafael Serrano — Security and weapons captain. Quiet, disciplined, and the quickest to treat Storm as a legitimate threat rather than a betrayal.

AEGIS Personnel

Dr. Mira Patel — Medical lead. Brilliant, impatient, protective of medical consent, fascinated by enhanced biology.

Special Agent Jonah Reyes — Tactical coordinator. Former FBI HRT. Calm, capable, pragmatic.

Nia Brooks — Intelligence analyst. Tracks social media, sightings, public sentiment, and the rapidly growing mythology around heroes.

Silas Mercer — OSC liaison. Soft-spoken, polite, patient, and convinced that enhanced people must be controlled before society loses the ability to do so.
