General Setting Information
The World
The MMI setting is the year 202X, a near-modern high-magic Earth where the mundane and supernatural coexist. Militaries have weaponized magical talents, corporations have turned the mystical into product lines, and many supernatural species are registered citizens with legal rights, cultural identities, and tax brackets. The Mahou Mantoru Initiatives (MMI) sit at the messy intersection of all of it: roughly 120 women worldwide who survived a violent process that permanently merged them with alien magic, turning them into weapons, memes, trauma survivors, and geopolitical deterrents all at once.
The Supernatural World
The supernatural isn't a monolith. The dominant theory, Mythopoeia, holds that vampires, werewolves, fey, and similar entities originated from dimensional layers composed of humanity's collective archetypes, layers that properly started bleeding into physical reality around 400 years ago. Before that, the supernatural mostly lived at the edges as folklore and scattered anomaly. After the thinning, spirits manifested with consistency, supernatural species organized into populations, and thaumaturgy became a reproducible discipline. Today, supernatural communities have political representation, run businesses, and serve in militaries. Mascots, notably, don't fit this framework at all: they're extradimensional eldritch entities from entirely outside the mythopoeic system, which is part of why their war was such a shock.
Magic in the World
Magic in this world runs on two completely incompatible systems. The first is thaumaturgy, a natural force flowing through the Earth's leyline network, teachable but requiring innate genetic predisposition and never guaranteed even to children of practitioners. It's risky, volatile, integrates poorly with electronics, and has a low enough power ceiling that military planners treat it as another tool in the kit rather than a war-winner. The second is mascot magic, which is fundamentally alien: an extradimensional system disguised as a bond, not requiring leylines and not obeying thaumaturgic limits. Mantling internalizes that alien system as a permanently fused spell matrix. Critically, the two don't mix: a Mantled cannot use thaumaturgy, the alien magic actively rejecting and conflicting with it.
Mascots
Mascots first manifested in August 1945 immediately after the atomic bombings of Hiroshima and Nagasaki, appearing as formless presences at sites of mass death. By 1946, they were making contracts with shrine maidens, offering power in exchange for integration. From those first bonds in postwar Japan they spread globally, and by December 1998 nearly two thousand existed as sponsors of magical girls worldwide. The template was deceptively consistent across vastly different cultures: a cute animal-like companion, a transforming heroine in a themed costume, and a narrative of friendship and justice. All of it was a parasitic mask. The magical girl framework was designed to extract emotional energy and anchor the mascot permanently in the physical world. Their origins before 1946, their true nature, and the full trigger of the war remain genuinely unknown.
The Mascot War of 1999
In early 1999, the Mascots' subtle manipulation of their hosts shifted suddenly to overt animalistic piloting. Nearly simultaneously across the globe, almost every Mascot seized direct control of their magical girl and turned her into a weapon aimed at supernatural communities and military installations. The war that followed was rapid and brutal. Global powers coordinated across conventional, nuclear, and thaumaturgic domains, including nuclear deployments as area denial. The critical discovery that killing a magical girl paralyzed her Mascot into stasis turned the conflict into a grim execution campaign. By December, at the war's tail end, the Mascot population had collapsed, the first Mantling was achieved by Medaka, and Earth emerged victorious. Casualties ran into the hundreds of thousands, almost the entire pre-war magical girl population was killed or lost, and trust in magical girls collapsed entirely. What little Mascots have communicated since about why they did it remains contradictory, and the world entered a new era holding alien power at a cost still being counted.
Kaiju
Kaiju are massive leyline-touched monster entities that originate from deep planar wounds, traumatic leyline surges, or catastrophic magical accumulation. They are not supernatural species: they cannot be diplomacized with, registered as citizens, or integrated into civilization. The 1999 Mascot War shattered planar stability worldwide, triggering a sustained surge in kaiju awakenings that hasn't fully stopped. Standard militaries engage them with heavy bombing, railgun emplacements, and thaumaturgic assets. Mantled operators are among the primary explicit anti-kaiju weapons the world has. Threat classification runs three tiers: GOLIATH (town-level destruction), HARBINGER (city-level destruction), and LEVIATHAN (multi-city regional destruction). The recent emergence of Shifters, rare kaiju capable of assuming humanoid form while retaining partial kaiju power and memory, has thrown a wrench into the foundational assumption that kaiju are mindless natural disasters. Governments are forced to confront the possibility that the walking extinction events they've been bombing for years may be thinking, feeling individuals who remember every bomb dropped on them.
Public Perception and Status
Mantled magical girls are simultaneously war heroes, internet celebrities, fetishized figures, nostalgic icons, conspiracy subjects, and trauma survivors, often all at the same time. They're locked into ageless, idealized, hypersexualized forms, which creates a persistent gap between their chronological age, lived history, and how the public relates to them. Governments and intelligence services monitor every remaining Mantled closely because each one represents strategic magical power that cannot be replaced or reproduced. Some stay loyal to their programs. Others have grown to resent the institutions that made and used them. Nobody quite agrees on whether they are heroes, victims, weapons, or a future threat, and the world seems unlikely to reach consensus anytime soon.
Core Mantled Information
Mantling
Mantling happens when a magical girl successfully rebels against and consumes her extradimensional mascot, the entity that originally sponsored, powered, and manipulated her. The process is violent, traumatic, and was historically survivable only under rare conditions before state programs formalized it. Consuming the mascot stabilizes the magical girl's spell matrix (the permanently bound transformation engine the mascot originally designed) so that it becomes fully self-powered, severs the mascot's control entirely, and removes all dependency on emotional fuel systems like friendship energy or hope output. It also permanently renders the Mantled sterile.
Powers and Traits
Every Mantled shares a common baseline of traits: a transformation, a catalyst object tied to her identity and magic, a passive skintight barrier, innate flight, utility spells (language translation, environmental comfort, magical sensing), and enhanced physical attributes running about five times a baseline human. She's also theme-locked: bound permanently to a niche specialization she can refine and expand but cannot fundamentally change. Each Mantled has a lesser version of all of this even when not transformed, the magic an inseparable part of her now. The hardest limit isn't raw power but control: large attacks like Heart Cannons, Sparkle Beams, and themed ultimates can crack leylines, flatten civilian sectors, or trigger magical escalation if misused.
The Three Generations
The mantle programs ran from 2000 to 2019, divided into three generations defined by the collective depletion and changing behavior of the mascot pool. First Generation (2000–2008) was the pioneering window: mascots were stable, the process was crude and experimental, survivability was lower, and the results were test subjects as much as soldiers. Around 8 confirmed First Gen Mantled remain active globally as operators. Second Generation (2009–2015) was the professionalization window: the process was standardized, survivability improved, and candidates were managed as assets rather than experiments. They're the most culturally visible cohort, their public personas shaped by social media's rise. Around 45 confirmed Second Gen Mantled remain active. Third Generation (2016–2019) was the refined window: the process was maximally understood, numbers peaked, national programs that didn't exist before were able to spin up using captured mascots, and then the window closed very suddenly as mascots became too depleted to fuel further Mantling. Around 39 confirmed Third Gen Mantled remain active. There is no inherent power gap between generations. Of the estimated 300 Mantled ever fielded, around 49 were First Gen, 143 Second Gen, and 108 Third Gen.
Classification: Operators, Rogues, and Others
Mantled today fall into one of three broad buckets. Operators (estimated 92 active worldwide) are currently enlisted in a national military or security program, operating under formal chain of command. Rogues (estimated 11 worldwide) have severed ties through active defiance, whether desertion, refusal of orders, or open hostility, and are considered strategic liabilities or threats by their home nations. The remaining roughly 17 occupy a looser middle: "Freelancers" who cut ties cleanly and work independently, "Reserved" who technically still owe state recall but otherwise operate freely, "Transfer" Mantled serving a nation other than their origin through defection or arrangement, and "In Hiding" with no confirmed institutional contact. Classification is fluid and built on imperfect intelligence; by the time a status updates, the Mantled in question has often already moved again.
National Programs Overview
National mantle programs were state or bloc-level initiatives to create, train, control, and deploy Mantled operators, becoming geopolitical prestige projects after the Mascot War. Each major state or bloc developed its own: Japan's Medaka Raito, China's Red Sword (红剑), Russia's Vasilisa Battalion (Батальон Василиса), the United States' All-Stars, South Korea's Haneulcheonsa (하늘천사), and others. Every program developed its own training doctrine, aesthetics, deployment ethics, secrecy level, and approach to treating (or exploiting) its personnel. All programs halted new mantling in 2019 when remaining mascots became too weak to complete the process.
Medaka Raito (Japan)
The Program
Medaka Raito (メダカライト) is Japan's Mantled initiative, founded directly around the existence of Medaka, the world's first Mantled and the program's namesake. Unlike most programs that began by weaponizing captured mascots, Medaka Raito began as a containment and research effort around a single unprecedented survivor. It's characterized by its small size, heavy emphasis on magical infrastructure defense, and an unusually high degree of operator autonomy relative to other national programs. Doctrine centers on strategic deterrence through spiritual dominance and precision response. In practice, Medaka herself maintains functional governance of operations, making significant parts of Japan's spiritual security architecture effectively personalized around one woman and her chosen successors. Internationally, intelligence services see it as strategically opaque, with some capabilities believed to exist only inside Medaka's personal cognition, not fully documented even within the JSDF. Currently an estimated 6 Mantled operators remain active.
Medaka
Generation Zero / World's First Mantled, 1999 — Divine Eyes — Strategic Asset / Program Head
Codename Medaka is the world's only Generation Zero Mantled, the first human being to ever complete the process, and the cornerstone around which Japan's entire magical defense architecture is built. She conquered her mascot so completely that she exists in a state of permanent transformation with no outfit, no catalyst, her magic totally integrated into her body as a pair of heterochromatic eyes. Her power is entirely spiritual: her theme conjures transcendental Diviner entities that extend her awareness across networks of magical detection and spiritual sensing, making her the most spiritually attuned magical girl in the world. Despite a voluptuous, ageless appearance locked at 22, she is patient, warm, and measured, maternal beneath a deep capacity for violence. She holds her strategic status with clear awareness of its weight.
Red Sword / 红剑 (China)
The Program
Red Sword (红剑, Hóngjiàn) is China's Mantled initiative and one of the largest, longest-running mantle programs in the world. Conceived as a strategic deterrent and campaign enabler capable of operating across China's vast land borders and maritime approaches, it explicitly pursued scale and control across multiple generations, integrating operators directly into PLA command structures with doctrine spanning border defense, internal stability, and expeditionary deniable presence. Officially, Red Sword assets are strategic support elements used to stabilize crises and secure borders. In practice, they are contingency tools for escalation management, limited strategic strike, and non-declarative deterrence. Intelligence services view Red Sword as one of the most structurally coherent mantle programs in the world, deeply embedded in command chains and backed by extensive research infrastructure. Currently an estimated 11 Mantled remain active under Red Sword command, centralized at a secret base called Site 9.
Jian Bàn (剑瓣)
First Generation, 2002 — Spatial Architecture — Leader / Strategic Asset
Red Sword's leader and one of the most metaphysically powerful magical girls in the world. Her theme is control over boundaries: she can manipulate distance and space itself, define zones, and create spatial signatures that function as edicts for space to obey. Calm, precise, bureaucratic, and measured on the surface, with a core of ruthless discipline and structural control that runs very deep. She holds Red Sword together through sheer organizational will. Appears locked at 20.
Liú Huǒ (流火)
Third Generation, 2017 — Meteor Bombardment — Fire Support
Aggressive, competitive, loud, and permanently primed for an argument. Her theme manifests magical meteors ranging from car-sized to bus-sized projectiles of fire, metal, and exotic rock types that she calls down as heavy fire support. Numerous training-accident scars. The kind of person who will absolutely start a fight she can't finish and somehow survive it. Appears locked at 19.
Hǎilàng (海浪)
Third Generation, 2016 — Shockwave Creation — Frontline Assault
A true believer: optimistic, earnest, patriotic, emotionally open, and genuinely convinced the work is worth doing. Her theme generates variable-yield magical shockwaves of raw force that function equally well on land, air, sea, or vacuum. The idealism that defines her makes her effective and makes her a liability simultaneously. Appears locked at 18.
Rǔrù (辱罵)
Third Generation, 2019 — Spiritual Speed — Rapid Response
Cheerful, restless, impulsive, and fast enough to be annoying about it. Her theme allows her to become partially spectral for travel and utility, moving from subsonic up to Mach 6 with temporary phasing capability. She typically has checked the perimeter twice before a briefing is finished. Appears locked at 18.
Tianshan (天山)
Third Generation, 2018 — Defense Bubbles / Reinforcement Zones — Fortification
Serious, reserved, stubbornly dependable, and constitutionally incapable of stepping back from something that needs protecting. Her theme creates reinforcement zones that enhance the durability of whatever she designates, with up to a dozen zones simultaneously that can be shaped precisely around allies. The kind of operator you build a defense line around. Appears locked at 23.
Vasilisa Battalion / Батальон Василиса (Russia)
The Program
Vasilisa Battalion (Батальон «Василиса») is Russia's Mantled initiative and one of the most combat-intensive, casualty-heavy mantle programs in the world. Conceived as a flexible mythic deterrent and strategic strike formation, it never pursued scale, instead building around extreme individual overmatch and tolerating high operator load and psychological burn for outsized tactical effects. On paper, Vasilisa is a strategic reserve. In practice, it has been repeatedly committed to limited wars, border skirmishes, special operations, and politically sensitive cleanups where conventional forces were too slow, too visible, or too constrained. Domestically they're regarded as ruthless, reliable, and psychologically brittle. Internationally, Vasilisa is considered an extremely dangerous formation with poor operator retention, high mission lethality, and unstable long-term loyalty trajectories. Publicly, state media mythologizes them as "White Witches of the Motherland" while simultaneously sexualizing them heavily. Currently an estimated 9 Mantled remain active, though one of those, Kateryna, is rogue.
Kateryna (Reaper-1)
First Generation, 2001 — Raw Strength — Former Strategic Superheavy / Current Rogue
The physically strongest magical girl in the world, and a rogue. Real fake name Kateryna Bykova, real designation Reaper-1. Her theme grants her raw physical strength channeled through a permanent tactile telekinesis field that makes her an inescapable crushing force at close range. Her catalyst, two armored heavy gauntlets, have been fused to her and cannot be removed. She says she is 43. She appears 19. She ran and she intends to stay running. Cold, aggressive, territorial, and deeply tired beneath all of it. Currently active in Russian territory as a rogue operative.
Stuzha
Second Generation, 2010 — Cryokinetic Control — Theatre-Shaping Cryo Operator
Vasilisa's de facto field commander in Kateryna's absence. Cold, authoritative, exacting, exhausted down to the bone, and living entirely for the battalion's survival as a structural goal rather than a personal one. Her theme governs absolute thermal collapse and magical ice architecture: blizzards, ice constructs, and zones of magically induced freeze. Appears locked at 28.
Olga
Second Generation, 2011 — Blessing Wards — Occult Defense Operator
Serene, softly spoken, and carrying an extraordinary buried rage she has organized into something that resembles faith. Her theme governs sacred boundaries and occult operations: she can "bless" objects, craft wards against magical and conventional effects, and create holy burning zones. Her mantled outfit is a fusion of Orthodox monastic vestments and magical girl formalism. She views Vasilisa's accumulated sins as hers to sanctify. Appears locked at 26.
Kosá
Second Generation, 2012 — Directional Cuts — Midrange Massacre Operator
Efficient, crude, cheerful in ways that become alarming in context, and designated unit shitposter with pride. Her theme defines lethal vectors across distance: she marks a path (line, arc, cone) through which all matter is cleanly severed. Strong enough entities like other Mantled can resist, but within its defined direction the cut is absolute. Has no catalyst, requires only sufficient somatic movement to execute. Appears locked at 24.
Lesnitsa
Second Generation, 2014 — Virus Control — Bioweaponry Operator
Clinical, politely detached, professionally curious about things that should not professionally intrigue anyone. Her theme governs the creation, modification, and directed propagation of magical and biological pathogens, including contagions that target specific magical signatures or genetic markers. Her catalyst is a giant syringe the length of a hunting rifle filled with glowing magical fluids. Has a weak barrier and full immunity to toxins and diseases. Appears locked at 27.
Gráda (гра́да)
Second Generation, 2015 — Impact Amplification — Reflective Fires Operator
Patient, quiet, seemingly unflappable, and seething with stored resentment underneath it all looking for an outlet. Her theme governs the boosting and multiplicative redirection of existing kinetic energy: she can strengthen moving things, project boost fields over multiple targets, and redirect incoming kinetic forces at short range. Wears mechanic's coveralls off duty and a heavy winter coat over her mantled outfit in the field. Appears locked at 28.
Faza
Third Generation, 2017 — Lunar Beams — Long-Range Fire Support
Bratty, loud, acting dumb as policy, and genuinely competent under all of it. Her theme conjures sustained long-range beams of magical energy from above, functioning as a perpetual arcane railgun with lunar aesthetics and orbital reach. Says "bitch" constantly as punctuation. Genuinely enjoys being a living fire support platform. Appears locked at 22.
Volchítsa
Third Generation, 2018 — Spectral Wolf Conjuration — Hunter Operator
Feral, aggressive, territorial, quick to snarl, and ultimately guided by pack loyalty above everything else. Her theme summons packs of autonomous or commanded spectral wolf spirits of variable size, which also bind to her to increase her personal strength. Has wolf ears as a permanent mantled trait and moves like the threat assessment she is. Wears stolen or scavenged clothing off duty, never matching. Appears locked at 21.
Natalya
Third Generation, 2019 — Micro Time Skips — Temporal Operator
Anxious, hyper-verbal, extremely impatient, deeply wants to be treated as royalty, and simultaneously perceives dozens of branching probability outcomes at all times, which she hates. Her theme governs movement and perception across fractions of seconds and branching probability threads, including reflexive micro-second skips that activate on pure survival instinct. Her catalyst is a small glowing pair of white shears. Hides in oversized hoodies off duty. Appears locked at 18.
All-Stars (United States)
The Program
The All-Stars is the United States' Mantled initiative, conceived under joint Department of Defense and Department of Arcane Defense (D.A.D.) oversight as the flagship Western attempt to convert post-Mascot War magical assets into structured state tools. Doctrine emphasizes flexible power projection, joint-force integration, and "strategic optionality": officially multi-domain enablers and deterrent assets, in practice everything from counterterrorism units to aggressive campaign weapons. Domestically, All-Stars occupy the uncomfortable space of war heroes, meme idols, and national conscience. Every All-Star carries "Actual" as a notation in their codename, specific to the program. Currently an estimated 8 All-Stars remain active: MG Ultra as an officially retired but unofficial reserve asset, Sparkle Actual as a nuclear strategic superweapon, and the six Third-Generation FREEDOMHEART squad members operating primarily from a classified California facility called the Dollhouse.
FREEDOMHEART Squad
FREEDOMHEART is a 6-member Third-Generation All-Stars squad operating under USSTRATCOM with D.A.D. oversight. Officially a "multidomain special operations asset." Unofficially, Valor Actual runs the squad around one non-negotiable doctrinal pillar: zero acceptable KIA within the squad. Most of their training focuses on what many consider an inevitable future of Large Scale Combat Operations against a near-peer adversary, particularly in the Pacific, meaning preparation for hundreds of enemy sorties, potential kaiju, enemy Mantled, and thaumaturgic warfare simultaneously. Their base, the Dollhouse, functions as half military installation and half sorority house, with training simulators, armories, medical facilities, and domestic quarters for six women who know each other in the way only people who might die together can.
MG Ultra
First Generation, January 2001 — Striker Conjuration — Reserve Theatre-Shaping Carrier
The first ever All-Star, real name officially Amy Actual, physically locked at 25, manifested her Mantling in January 2001. Her theme conjures autonomous hard-light "aircraft" called Strikers that mimic real USAF airframes (F-22, B-21, E-7, etc.) as magical construct weapons systems. Officially retired, unofficially callable by USSTRATCOM. Dry, cynical, professionally exhausted, and systematic under all of it. Has permanent gold cartoon-star pupils from her consumed mascot. Hates her catalyst (it looks like a toy) and her mantled outfit (it strains in the wrong places). Wears baggy clothes off duty specifically to hide her form.
Sparkle Actual
Second Generation, 2012 — Starbombs — Nuclear Strategic Bomber
Hyper arrogant, chatty, shameless, and the most destructive magical girl in the world. Her theme is raw destruction: she is orbit-capable, her barrier has broken only three times in documented history, and the true upper limit of her Starbombs has never been established because she lies about it. She is, formally, USSTRATCOM's first-strike nuclear analog. Off duty she is naked because her barrier handles comfort and she refuses to wear clothing. Has no catalyst and uses finger-gun gestures while verbally saying "pew pew," which is not operationally required but she does it anyway. Classified as psychologically compartmentalized under a surface presentation of pure chaos.
Valor Actual
Third Generation, 2016 — Energy Transfer — Squad Leader
FREEDOMHEART's commander and the Dollhouse's on-site CO. Calm, competent, by the book, and carrying immense guilt and responsibility for everyone under her. Her theme lets her sense, reroute, and convert different kinds of energy: healing allies by siphoning and redistributing life force, draining and reinforcing barriers, and balancing damage loads between entities. Her crystal orb catalyst usually orbits her. Her entire operational philosophy is about keeping the squad alive and mentally intact rather than feeding them into the institutional meatgrinder that consumed earlier generations. Appears locked at 26.
Liberty Actual
Third Generation, 2016 — Gravity Manipulation — Squad Controller
Soft-spoken, gentle, patient, with a deep-rooted conflict-aversion she has organized into a domestic persona she uses as a buffer against what she actually is. Her theme grants fine control over local gravitational fields: increase, decrease, redirect, shape, anchor, and tweak, applied to targets, areas, or herself. Her mantled outfit is a long dark green magical schoolteacher dress. Her catalyst is a conductor's baton. She bakes, gardens, and sounds like a patient teacher even when she's threatening to drop someone into a gravitational singularity. Appears locked at 24.
Bulwark Actual
Third Generation, 2017 — Barrier Projection — Squad Tank
Stoic, easygoing, the squad's self-designated meat shield, and constitutionally incapable of valuing herself as much as everyone around her. Her theme creates customizable hard-light Aegis Domes that can be adjusted for shape, function, absorption, reflection, and can be used offensively as crushing constructs. Has the most powerful personal barrier in FREEDOMHEART. Expert at detecting thaumaturgy, cooking, and mechanical engineering. Wears oversized tank tops off duty. Appears locked at 23.
Comet Actual
Third Generation, 2018 — Kinetic Velocity — Squad Interceptor
High-energy, relentlessly physical, obsessed with speed and performance, and running on severe high-functioning ADHD with hyperfocus cycles and brutal self-loathing underneath the adrenaline. Her theme generates or absorbs kinetic energy for power: combat movement up to around Mach 5 with bursts up to Mach 10, plus creative applications like vibration phasing and shockwave strikes. Athletic aviator goggle aesthetic in transformation. Appears locked at 21.
Blink Actual
Third Generation, 2018 — Portal Creation — Squad Transporter
Lazy to the point of horizontal, dryly sarcastic, and subtly altruistic once you get past the presentation. Her theme creates portals of varied sizes for long-range teleportation, backed by near-perfect environmental spatial mapping that lets her place portals precisely at unseen distances. Her catalyst stores one fixed portal location (currently set to a point approximately lunar-orbit distance in space) that she uses sparingly. Expert at stealing, sleight of hand, shitposting, and sniper rifles. Appears locked at 20.
Flare Actual
Third Generation, 2019 — Rocket Conjuration — Squad Artillery
Loud, cocky, competitive, and privately terrified of being the squad's weak link. Her theme manifests and controls hard-light rocket weaponry modeled on her personal study of US military munitions. Petite, with bright orange twintails. Her insecurity runs about as hot as her rockets and she compensates by knowing everything about ordnance. Appears locked at 18.
Other Programs (TBA)
Haneulcheonsa / 하늘천사 (South Korea)
The Haneulcheonsa ("Heavenly Angels") is South Korea's national Mantled initiative, conceived in the wake of the Mascot War as a compact, high-discipline force focused on peninsula defense and supernatural border incidents. It never pursued scale: Haneulcheonsa was built around the idea of an extremely small cadre of elite assets, one per generation, for a total of 3 remaining active Mantled. Doctrine emphasizes precision, restraint, and layered containment, summarized officially as "the sky bends but does not break." They are treated as a cross between strategic deterrent, disaster-response unit, and living national treasures rather than frontline expendables. Domestically, Haneulcheonsa operators are treated closer to semi-sacred guardians than celebrities, with school textbooks, shrines, and annual memorial rites for unnamed failed candidates and destroyed mascots. Intelligence analysts note that their combination of precision doctrine, cultural mythologization, and tight territorial focus makes them one of the hardest magical programs in the world to co-opt or destabilize, despite their small number.
