The Collapse: The entire place is on a slow, grinding death march. Functional sectors are systematically going dark, psychic static is spiking, and the streets are overflowing with desperate, violent crowds.

Static Surges: Regular, unpredictable tech storms called "Static Surges" tear through the grid. When they hit, they fry modern technology and violently ramp up paranormal activity, turning the city into an absolute hazard zone.
