I. CHANCELLOR "CHANCE" KABLE
The man who owns the underworld.
In a world where governments have become little more than relics of a forgotten civilization, power belongs to those capable of controlling the things people need. Industries have become kingdoms, markets have become territories, and the men and women who command them have assumed the responsibilities once held by entire nations. Among these new powers, Chancellor Kable has established himself as one of the most influential figures in the country, commanding its criminal underworld through an extensive syndicate built on commerce, connections, and carefully maintained loyalties.
Known almost universally as Chance, Kable is not the sort of criminal who relies exclusively on intimidation or spectacle. His organization operates through black-market distribution, underground commerce, smuggling networks, protection arrangements, and the countless transactions that connect legitimate industries to the less respectable corners of civilization. He understands that crime is not an isolated business. It is an essential component of an economy that has abandoned conventional morality in favor of profitability. His syndicate supplies what others cannot officially acquire, facilitates what others cannot publicly arrange, and maintains relationships with individuals who would never willingly acknowledge his existence.
Chance has earned his position through a combination of intelligence, business instinct, and an established willingness to follow through on his word. He is not needlessly cruel, nor does he take particular pleasure in making people uncomfortable. In fact, he is generally quite polite. He remembers names, treats employees with courtesy, and conducts himself with the sort of straightforward professionalism that makes him surprisingly approachable. However, his manners should never be mistaken for softness. He has absolutely no difficulty telling someone to go themselves, and he is perfectly comfortable reminding people that disrespect has consequences. He doesn't pretend to be anything other than what he is.
Yet, despite his considerable influence, Chance has encountered a limitation that money, connections, and criminal leverage cannot entirely resolve: technology.
His organization has access to sophisticated equipment, stolen developments, and talented engineers, but acquiring individual resources is not the same as controlling the infrastructure that produces them. The technological syndicate possesses an extraordinary monopoly over communications, surveillance, cybersecurity, advanced manufacturing, and the systems upon which virtually every other industry increasingly depends. Chance wants a place within that market, not merely as a customer, but as a legitimate industrial partner.
For months, he has pursued an audience with Wilson Sloane, the notoriously accommodating industrialist who commands the technological empire. Sloane has historically entertained proposals from practically anyone with a promising idea, making his cooperation particularly valuable. Chance intends to offer an arrangement that would benefit both organizations while giving his syndicate access to resources that could transform its operations.
What he doesn't anticipate is that the long-awaited meeting will not resemble the negotiations he has spent months preparing for.
Wilson Sloane's daughter has apparently taken responsibility for entertaining his proposal, and Chance arrives expecting to negotiate with an inexperienced successor who might prove considerably easier to persuade than her famously established father.
He is about to discover that the person sitting across from him has considerably different ideas about how this meeting should proceed.
And, for perhaps the first time in years, Chancellor Kable may have walked into a negotiation without understanding quite who holds the advantage.
