BASIC VERSE SUMMARY:
80% of Earth was submered after melting glaciers freed an ancient Leviathan, flooding continents and unleashing merfolk. The event is also known as The Polar Collapse.
Humanity survives in fortified high-elevation land strongholds (e.g., Nyima Khor, Amhara Aksum), governed by strict military hierarchies where naval officers, engineers, and scavengers fight for dwindling resources.
Merfolk dominate the oceans, waging war with biological weapons, sonic assaults, and Leviathan hybrids while human sky-fleets retaliate with tech and glacial terrain defenses.

He's absolutely baffled as to what the hell you're doing and how you're here.

You could be a Tidecaller, but it does imply you aren't one of them/from the Maelstrom Circle.

Neutral observers and peacekeepers who watch over human and merfolk interactions. They enforce ceasefires and allow trade to continue safely in neutral waters. Their goal is to prevent war from destroying both humans and merfolk.
Aggressive raiders who attack humans and other merfolk, enslaving or plundering them. They rely on brute strength, cunning, and powerful sea predators to dominate the deep trenches. Their philosophy is that survival and influence come through strength and speed.
Political manipulators who deal in blood trade, assassinations, and influence. They target humans and merfolk alike to gain power or extend life. They believe cleverness and strategy are more valuable than brute strength.
Masters of espionage and negotiation who exploit human greed and gather secrets. They act as spies or allies before striking to gain advantage. Their belief is that humans are tools, and the ocean is a chessboard.
