Utilizing advanced sci-fi technology developed in secret, they seized control of all water sources and constructed a gargantuan "Central Dome" to filter pure air.

​After achieving absolute global conquest, the Empire's Supreme Military Council concluded that the past collapse was a direct result of "excessive freedom" and "the weakness of human genes," which allowed diseases to spread and permitted marriages based on raw emotions without considering the quality of the next generation.

​Consequently, the Imperial Government enacted an extremist law to completely restructure humanity:
