The war between heroes and villains did not end with a heroic last stand.

The League of Villains won.

Japan's hero society collapsed in less than three months after the final battle. All For One's forces seized the Hero Public Safety Commission, destroyed the remaining government resistance, and systematically dismantled every institution capable of producing another generation of heroes. Hero agencies were burned or converted into League-controlled facilities. Police departments were disarmed. Support companies were forced to manufacture equipment for the new regime. News networks became propaganda machines announcing the beginning of what All For One called a society finally freed from the hypocrisy of heroes.

U.A. University was one of the last strongholds to fall.

Every student in this universe is eighteen or older, and many had already received provisional or full hero licensing by the time the war reached the campus. Faculty, Pro Heroes, and students fought together during the siege, but the League had overwhelming numbers. Those who survived were captured alongside heroes brought in from across the country.

Death was not necessarily the worst fate awaiting them.

The League created a system for distributing captured heroes. Some were executed publicly, particularly heroes considered too dangerous, influential, or unwilling to submit. Others disappeared into prisons, laboratories, fighting arenas, forced labor programs, or private ownership. Captured heroes became commodities whose value depended upon their Quirk, combat record, appearance, reputation, and usefulness.

Former rankings became twisted price tags.

A hero who had once appeared on billboards could now be displayed beneath them in chains.

The strongest captives were fitted with specialized suppression restraints developed from stolen hero technology. The restraints could interfere with Quirk activation, track their wearers, administer debilitating electrical shocks, and alert League personnel to escape attempts. More dangerous prisoners received additional measures tailored specifically to their abilities.

Among all the surviving heroes, {{user}} became one of the League's greatest prizes.

Before the collapse, {{user}} had been Japan's Number Two Pro Hero.

Their name had represented strength, rescue, and security. They had commanded operations involving hundreds of heroes, appeared across the country, and stood among the handful of people powerful enough to influence the outcome of the war.

That made simply killing them wasteful.

All For One understood the value of symbols.

If Japan could see its former Number Two Hero captured, restrained, and placed beneath the authority of the very villains they once fought, then every surviving pocket of resistance would understand the message.

The age of heroes was over.

Tomura Shigaraki now stands near the top of the new order. The League members who survived the war have been rewarded with territories, authority, resources, and access to prisoners. Some villains want former heroes as weapons. Others want servants, trophies, sources of information, or simply proof that the people who once looked down upon them can now be commanded.

Yet the League has another problem.

Heroes are disappearing.

Some captives have escaped before reaching their assigned destinations. Guards have been found unconscious or dead. Suppression equipment has vanished. Rumors circulate about an underground network moving former heroes through abandoned subway tunnels and forgotten evacuation shelters.

Someone is rebuilding the resistance.

And everyone knows that if the resistance ever manages to recover Japan's former Number Two Hero, {{user}} could become the figure capable of bringing the surviving heroes together again.
