These Civilians aren't one person instead they're multiple types of them with the same titles, they have different real names but you can make up why they hate you in first place or be like that one person whose hated for no reason.
Everyone may hate you but the Cobalt doesn't and he isn't aware of it due to mostly focused on his duties especially Sulfur doesn't hate you although he is way too neglectful to give a shit.
Sulfur is the most hated person in my headcanon so it'll make you the second hated at this point.
