Buggy the Star Clown is the nominal president of Cross Guild, and one of the current Four Emperors dominating the New World.[3][2][16]

Initially a Roger Pirates apprentice alongside Shanks,[8] Buggy succeeded his disbanded mentors as a career pirate in the East Blue, in time becoming captain of the Buggy Pirates. One of the earliest enemies defeated by Monkey D. Luffy and the Straw Hat Pirates,[4] revenge drove him to an alliance with "Iron Mace" Alvida and pursuit into the Grand Line.[6] Since then, his fortunes have constantly, dramatically revolved: from imprisonment in Impel Down to entanglement in its first mass-breakout and the subsequent Summit War of Marineford, his escalating infamy won him entry to the Seven Warlords of the Sea,[7] allowing him to launch the pirate mercenary organization Buggy's Delivery.[5]

After the Warlords were outlawed,[17] Buggy found himself "leading" the Cross Guild, a successor group actually controlled by fellow ex-Warlords Crocodile and Dracule Mihawk; with his inflated reputation, he was grudgingly retained as figurehead leader, and gained recognition as one of the new Emperors.[16] Emboldened, Buggy has declared his intent to become the Pirate King, putting Cross Guild in pursuit of the One Piece.[18]

He is the main antagonist of the Orange Town Arc and a secondary antagonist in the Loguetown Arc, as well as the central protagonist of the Buggy's Crew Adventure Chronicles cover arc (the manga's first). Since then, he has become one of the series' most-recurring characters, serving as a supporting character through the Summit War Saga in addition to tertiary appearances in the Jaya Arc, Zou Arc, Wano Country Arc, and Egghead

Cabaji the Acrobat[6] is the Buggy Pirates chief of staff, [3] as well as an acrobat swordsman. He was a member of Buggy's Delivery, and is currently a member of Cross Guild.

Due to his actions, he can be considered the tertiary antagonist of the Orange Town Arc, and a minor antagonist in the Loguetown Arc.

Trafalgar D. Water Law,[17] more commonly known as just Trafalgar Law (トラファルガー・ロー, Torafarugā Rō?) and by his epithet as the "Surgeon of Death", is a pirate from the North Blue and the captain and doctor of the Heart Pirates.[1][6] He is one of twelve pirates who are referred to as the "Worst Generation".[1][18] He became one of the Seven Warlords of the Sea during the timeskip,[2] but his position was revoked for allying with the Straw Hat Pirates.[13] Like many other pirates, Law has dreams of finding the One Piece, while also desiring to know the purpose of the Will of D.[19][20]

Law is the only known survivor of Flevance, a town whose inhabitants suffered from a condition known as Amber Lead Syndrome. Because the disease was fatal and poorly understood, Flevance was destroyed by neighboring countries out of fear (including Law's parents and younger sister), with a young Law barely escaping alive.[7] He subsequently joined the Donquixote Pirates, where Donquixote Doflamingo intended to make Law one of his executive officers.[21] However, thanks to the efforts of Doflamingo's brother, Rosinante, Law was freed from the Donquixote Pirates' influence and became a pirate set to bring down Doflamingo's empire. Before his death, Rosinante fed Law the Ope Ope no Mi, a famed Devil Fruit that allows him to freely rearrange the bodies of others within his domain.

As part of his plan, Law allied himself with Monkey D. Luffy, and together they not only defeated Doflamingo, but also Kaidou and Big Mom, two of the Four Emperors. However, upon leaving Wano Country, he was ambushed by Blackbeard and was defeated in battle; his crewmate Bepo was forced to retreat with Law and leave the rest of their crew, as well as their destroyed submarine, behind.

During the timeskip, his bounty increased from Beli 200,000,000[1] to Beli 440,000,000[2] before it was frozen due to his induction into the Seven Warlords of the Sea. However, after having his title revoked during the events of the Dressrosa Arc, Law's bounty was reinstated and raised to Beli 500,000,000.[13] Eventually, his bounty would be raised to Beli 3,000,000,000 for his role in taking down Big Mom of the Four Emperors alongside Eustass Kid during the Wano Country Arc.[12]

Law joined forces with the Straw Hat Pirates for a brief moment during the Sabaody Archipelago Arc and later on saved Luffy's life at the very end of the Marineford Arc. He is one of the central allies of the Straw Hat Pirates during the Dressrosa, Whole Cake Island, and Wano Country Sagas. He also acts as an ally of the Straw Hats in the movies One Piece: Stampede and One Piece Film: Red.

Donquixote Doflamingo,[4] nicknamed "Heavenly Yaksha",[9] is the captain of the Donquixote Pirates.[14] Before his imprisonment,[15] he was a member of the Seven Warlords of the Sea with a frozen bounty of Beli 340,000,000,[16] as well as the most influential underworld broker under the codename "Joker".[8][2] He is also a former World Noble, descended from the Donquixote Family.[6]

He is the first son of the late Donquixote Homing[17] and the older brother of the late Rosinante,[18] both of whom he killed out of feeling betrayed by them.[19][18] Doflamingo became the King of Dressrosa after taking the throne from Riku Doldo III eight years before the start of the series.[20] He ruled the country tyrannically until he was stripped of his positions as a Warlord of the Sea and king after he was defeated by Monkey D. Luffy near the end of the Dressrosa Arc. After Doflamingo was arrested by Admiral Fujitora along with most of his crew,[21] he was locked up at Impel Down and placed in Level 6.[22] Vegapunk later cloned Doflamingo as one of the Seraphim to replace the Warlords.[23]

Doflamingo is first introduced during the Skypiea Saga, having a minor role during its epilogue as Bellamy's superior. He is also a major antagonist in the Marineford Arc where he took part in the Summit War of Marineford and sided with the Marines, along with most of the other Warlords of the Sea, and the main antagonist of the Dressrosa Arc and the Dressrosa Saga as a whole, being the impetus for the entirety of the saga's events.[2]

Eustass "Captain" Kid[7] is a notorious pirate from the South Blue and the captain of the Kid Pirates.[1] He is one of twelve pirates who are referred to as the "Worst Generation".[8]

Kid first appeared at the Sabaody Archipelago at the same time Monkey D. Luffy and his crew arrived. Both were described as members of the "Eleven Supernovas", pirates who had congregated on the island who all had a bounty of more than Beli 100,000,000. After briefly fighting alongside Luffy while escaping an attack by the Marines, he fled the archipelago and would later spectate the Summit War of Marineford alongside the other Supernovas.

During Luffy's two years of training, Kid challenged one of the Four Emperors, Shanks, but lost one of his arms to Benn Beckman in the process.[9] He attempted to form an alliance with the On Air Pirates and Hawkins Pirates to challenge the Red Hair Pirates once more, but the alliance fell apart after an attack from another Emperor, Kaidou,[10][11][12] which led to his imprisonment at Wano Country where he would eventually reunite with Luffy. Though nominally acting in self-interest towards vengeance and glory, Kid's assistance towards the Ninja-Pirate-Mink-Samurai Alliance was instrumental in defeating Kaidou, Big Mom and the Beasts Pirates.

After leaving Wano, Kid and his crew arrived at Elbaph and decided to challenge Shanks once more. However, the entire crew and their ship were decimated by Shanks and his allies, Dorry and Brogy.[13]

Kid was originally introduced with a bounty of Beli 315,000,000, largely due to a high number of civilian casualties caused by him and his crew, thus exceeding Luffy's when they first arrived at the Sabaody Archipelago.[14] Sometime during the timeskip, his bounty was raised from 315,000,000 to Beli 470,000,000.[6] Kid's bounty was eventually raised to Beli 3,000,000,000 for his role in defeating Big Mom of the Four Emperors alongside Trafalgar Law during the Raid on Onigashima.

Due to his actions, Kid can be considered a minor ally during the Sabaody Archipelago Arc as well as a major ally during the Wano Country Arc.

Roronoa Zoro, also known as "Pirate Hunter" Zoro,[9] is the master swordsman (剣豪, kengō?) and combatant of the Straw Hat Pirates, one of the Senior Officers of the Straw Hat Grand Fleet,[4] and is publicly recognized as the right-hand man and number two of his crew's captain, Monkey D. Luffy.[20][21][22][23] Formerly a bounty hunter,[6] he is the second member of Luffy's crew and the first to join it, doing so in the Romance Dawn Arc.[2]

Born in the East Blue and raised in Shimotsuki Village, Zoro is a descendant of the Shimotsuki Family of Wano Country and the legendary samurai Ryuma; his grandmother Shimotsuki Furiko, the sister of former daimyo Ushimaru, emigrated from Wano to the East Blue.[3][11] As a master of Three Sword Style, Zoro is one of the three most powerful combatants of the Straw Hats, alongside Luffy and Sanji, who are referred to as the "Monster Trio".[24][25] His dream is to become the greatest swordsman in the world, to honor a promise he made to his deceased childhood friend and distant cousin, Kuina.[26]

In addition to his infamy as one of the Straw Hats and as a former bounty hunter, his sizeable bounty upon arriving at the Sabaody Archipelago caused Zoro, along with Luffy, to be included among the eleven "Super Rookies", pirates who simultaneously reached the Red Line with bounties of over Beli 100,000,000 shortly before the Summit War.[27] He, the other ten Super Rookies, and Marshall D. Teach would go on to be referred to as the "Worst Generation."[28]

Zoro gained his first bounty of Beli 60,000,000 after the Arabasta Arc. It later increased to Beli 120,000,000 after the Enies Lobby incident, then again to Beli 320,000,000 after the Dressrosa Arc.[17] Following the Raid on Onigashima, his bounty was augmented to Beli 1,111,000,000.[4][16]

"Black Leg" Sanji[12] is the cook of the Straw Hat Pirates and one of the Senior Officers of the Straw Hat Grand Fleet.[5] He is the fifth member of the crew and the fourth to join, doing so at the end of the Baratie Arc.

Born as Vinsmoke Sanji,[21] the third son and fourth child of the Vinsmoke Family[22] (thus, making him a former prince of the Germa Kingdom),[23] he disowned his family twice, once in his youth and again after reuniting with them as an adult.[24][25] After fleeing the Vinsmokes as a child, he eventually entered the care of Zeff as the sous chef of the Baratie, where he would remain until he met Luffy, who convinced him to join his crew.

His dream is to find the rumored chef's paradise, the All Blue, which is where the East Blue, West Blue, North Blue, and South Blue meet, along with their wildlife. He is one of the top three fighters of the Straw Hats, alongside Luffy and Zoro, who is referred to as the "Monster Trio".[26][27]

He first gained a bounty of Beli 77,000,000 for his role in the raid on Enies Lobby. It increased to Beli 177,000,000 after the Dressrosa Arc, but the condition of his bounty was changed to Only Alive due to his biological father's interference. After he escaped from Big Mom's territory, his bounty condition was reverted to Dead or Alive (with the Vinsmoke name despite his renouncing it), and its value increased to Beli 330,000,000.[19] Following the Raid on Onigashima, his bounty was increased to Beli 1,032,000,000.[5

Dracule "Hawk Eyes" Mihawk[15] is a world-famous pirate currently recognized as the strongest swordsman in the world.[8]

Known as the "Marine Hunter" in his early career,[9] Mihawk stood as one of the Seven Warlords of the Sea (the first to be revealed and formally introduced)[3] until the group's dissolution,[4] and was for a time the sole human resident of Kuraigana Island.[5] Since then, he has become a founding executive of the Cross Guild, alongside fellow ex-Warlord Crocodile.[2][16]

Mihawk once led a renowned rivalry with Shanks, currently one of the Four Emperors. In turn, he is viewed as the ultimate opponent by Roronoa Zoro, who pursues his own dream of becoming the world's strongest swordsman. Though Mihawk easily won their first encounter, he grew to respect Zoro, and agreed to mentor him in further swordsmanship during the timeskip.[17][18] Like the other ex-Warlords, Mihawk has been cloned by Dr. Vegapunk to create one of the Seraphim, S-Hawk, as part of a project to replace the Warlord system.[19]

Due to his actions and role, Mihawk can be considered a supporting antagonist in the Baratie Arc and one of the major antagonists in the Marineford Arc, where he took part in the Summit War of Marineford on the side of the Marines, along with most of the other Warlords of the Sea

Smoker the White Hunter is a Marine vice-admiral and the commander of G-5 Branch's Unit 01, as well as the overall Base Commander of the G-5 Marine base.

Originally a ranking captain in Loguetown,[3] Smoker became fixated on Monkey D. Luffy's Straw Hat Pirates for escaping his previously-unbroken authority, and—with his loyal subordinate Tashigi—quit his post to pursue them into the Grand Line. Since then, he has battled the Straw Hats repeatedly, in addition to many larger threats that won him new recognition and promotion through the Marine Ranks.[4][9]

One of Luffy's longest-recurring adversaries, Smoker can be considered the main antagonist of the Loguetown Arc, and a minor antagonist during the Marineford Arc. Though playing a similar role initially, he becomes a temporary ally during the Arabasta Arc and Punk Hazard Arc.
