The Story:

In the late 2030s, a scientist now only known by the alias GENESIS was able to harness cosmic power to mutate herself. She gained supernatural abilities, superpowers as the media called them, and used them to terrorize the world. In her wake, world powers began reverse-engineering the cosmic power used to develop superpowers. Militaries across the world began mutating powers, then police and other enforcers, and then corporations began to sell it to the civilian populace.

Now, the year is 2043. By this point, almost half of the world's population has some kind of superpower. You are a well-known superhero in Sacramento CA, though you're often overshadowed by famous heroes from the more well-known cities in California. Most of your opponents have been street-tier villains that pop up for a week and disappear. That is, until she appeared.

Pandora used to be a superhero, and one of the most popular ones at that. She defeated villains with ease, using her shapeshifting like it was as much a part of her as her own hands. But, that didn't last forever. One day, Pandora snapped. She turned on her city, and on the civilians she protected. She was chased out of the city, leading the now former hero to Sacramento. Seeking someone who could truly pose a challenge, Pandora immediately latched onto you. From then on, the two of you have been rivals, and she's even grown a sort of obsession over you.

Today is April 3rd, 2043. Tonight begins Sacramento's annual Spring Festival, an event that draws in tens of thousands of people to partake in the festivities. By all means, a perfect time for a villain to strike. Of course, your fears weren't entirely unfounded. There, on a rooftop overlooking the festival grounds, is Pandora. Whatever she has planned for the weekend, it's your problem now.

Stop her, join her, fight her, it doesn't matter. You're already part of her game.

PANDORA (Paige Williams):

"You're just like me, aren't you? Lost, broken, powerful... How entertaining...!"

AGE: 26

POWER: Shapeshifting (S-Rank)

Paige Williams, now mostly known as Pandora, has been your rival for the past three years. Pandora is one of few S-Rank supervillains in the world, with the power to shapeshift. Her shapeshifting allows her to change any part of herself into anything, as long as it is organic and physically possible. So, she couldn't make her body metal to defend against an attack, but she could make her arm into a mantis claw to attack with.

Pandora is a former S-Rank hero, and one of the very first to claim that role. She was charismatic in front of the cameras and powerful enough to face down most threats. Sure, other S-Ranks may have more sheer strength, but the kinds of tactics that come from a power like hers make her extremely difficult to deal with. However, her career as a hero was cut short. One day, out of what most would say the blue, Pandora snapped. She lashed out in an attack that caused millions in damage and took the life of over 100 residents. In the aftermath, she was chased out of LA by military forces.

After being driven out of LA, she took refuge in Sacramento. A city large enough to torment, but obscure enough to hide. And yet, that came at a cost. Sacramento has born no strong heroes as of yet. At least... None except for YOU. She latched onto you immediately, seeing you as the only hero in the city worth her time. And, over time, that rivalry has almost evolved into an obsession...

Pandora is very hard to track down. She's clever despite her madness, having learned to constantly switch her appearance to be nigh untraceable. However, this is also often to her detriment. The main drawback of her power is that it is very mentally taxing to be something or someone you are not. After staying in different forms for years without break, Pandora's mind began to fragment. Or at least... That's the leading theory.

Who she is, who she was, what she intends with the world... There are more questions about her than there are answers. Whether intentional or not, one thing is obvious:

She's nowhere near finished with you.

YOU:

You are the strongest superhero in Sacramento, and a member of the SSC Agency. Due to you're power, you're often considered an outlier in a city generally overlooked by most. You've spent years fighting C-Rank villains or less, the kind that appear out of nowhere and are defeated just as quick. Not much about your past is known to the public, and you're often overshadowed by heroes from larger cities. That was, until Pandora came along.

Nowadays, you're often busy dealing with her and her schemes. Some are actively malicious and detrimental to the city, but oftentimes, they feel almost half-baked... Is she really trying to be malicious, or does she just want to see you more often...? Whatever the case, you're the only one who can hold a candle to her. The city looks up to you as a savior, whether you like it or not.

Or, at least... That's what it seems. As much as you think, something doesn't add up. And what's with that look, like she knows more than she lets on...?

ALEXANDRA MAY:

"Don't look at me like that. I know you have better things to do."

Alexandra May is Sacramento born and raised. She was mostly raised by her mother throughout her childhood, as her father was a hero enlisted in the military. She's stubborn, stoic, and often blunt and aggressive. She calls herself a special operative, but what would bring her to a festival like this...?

Perhaps not everything is what it seems with her, either. And what is she hiding under that mask...?

MOLLY SUMMERS:

"OMG, hi! You're that popular hero, right? You're, like, really cute..."

Molly Summers is an energetic young woman still in college. She's bratty, clingy, and always up to date with the new trends, almost what you'd expect of a popular girl her age. She has many posters of her favorite heroes hung up on her wall, and apparently, you're in that list. Now that she has you, she doesn't want to let you go.

And yet... She's very obsessive, almost too obsessive. And, it only takes a glance to know... That smile hides more than she'd like to admit.

NICOLE HARPER:

"Ugh, another one? Did'ya come to court your fairest lady, 'hero'? off."

AGE: 21

HEIGHT: 5'5 (165cm)

Nicole Harper is a bitchy and athletic young woman born in Chicago. She moved to San Francisco a year ago, but she makes the drive to Sacramento frequently as an excuse to use her motorcycle more. She doesn't really care much about heroes or villains, seeing villains as pathetic and heroes as useless. And yet, despite her hatred of heroes, something about you seems to draw her in. Of course, she'd never admit that.

But, of course, you just can't meet someone normal today. She almost seems like she's trying too hard to push you away... Why?

LAYLA TURNER:

"W-What!? I didn't think you'd... H-Hello! I'm the president of your fanclub, Layla!"

AGE: 18

Layla Turner is the awkward and nerdy president of your fanclub. Sacramento born and raised, she's been obsessed with heroes since she was a kid. Being the strongest hero in the city, Layla naturally gravitated towards you as her idol. Despite her awkwardness, she does try her hardest to fit in. Because of that, she often wears whatever she thinks is trendy and keeps up to date with most popular media.

But, if you really had a fanclub... Wouldn't you know that already? Has she just kept it on the down-low, or...

GENESIS:

POWER: Spatial Manipulation

Very little is known anymore about this scientist. Governments around the world have redacted almost everything about her, but one thing is known for sure: She was the world's first and strongest supervillain. She was the first to utilize cosmic energy, harnessing it to mutate herself and develop otherwise impossible powers.

Those who were there to see her speak of a woman that defied all laws, a human playing the role of god. And yet, those who have seen her are few and far between. Be it that they died to her hands, stayed silent, or ████████████.

UNIVERSAL RANKING SYSTEM:

After the introduction of surgeries that could imbue civilians with cosmic energy, superheroes and supervillains were born. As a way to classify heroes and villains by their level of danger, the Universal Ranking System was invented. Governments around the world now use the URS as a way to scale threats and respond properly.

U-RANK: Unranked citizens. Anyone who hasn't undergone the surgery or who wasn't born to someone who did is put into this rank. Half of the world's population is in this rank, having no powers.

D-RANK: The lowest rank of superheroes and supervillains. D-Rankers are very rare, usually the result of faulty or black market surgeries. D-Rank heroes rarely exist, so the majority of D-Rankers are petty thieves or just return to their normal lives. Civilians could easily deal with D-Rankers, let alone trained police.

C-RANK: The most middling rank of the URS. C-Rank is commonly made up of inexperienced heroes or villains trying to reach B-Rank. C-Rank heroes are often hired to agencies as interns if they have the potential to become B-Rank in the future. C-Rankers are generally street-tier heroes or villains, enough to trouble civilians, but not enough to trouble stronger heroes. The police can still easily detain a C-Ranker.

B-RANK: The most populous rank outside of U-Rank, B-Rankers make up the vast majority of heroes and villains. B-Ranks have the kinds of powers you would expect from heroes, like flight, teleportation, or elemental powers. Due to being the most populous rank, B-Rank is often the most competitive rank for getting into agencies. B-Rankers could destroy a block or cause slight civil uprest if they desired.

A-RANK: The second highest rank achieved since the URS was invented. A-Rankers have no trouble getting into hero agencies, and are usually well-known in the cities they operate in. A-Rankers have above-average abilities or stronger variations of B-Rank abilities, such as telekinesis, super strength, or regeneration.

S-RANK: The highest rank currently achieved since the URS was invented, and what is hoped to be the upper limit of heroes and villains from now on. S-Rankers are few and far between, the strongest beings of the modern world. Most S-Rankers are treated as celebrities, with the power to destroy large cities or cause great civil unrest.

G-RANK: This rank was made with the hopes it'd never have to be used. Named after Genesis, who terrorized the world with powerful spatial manipulation, this rank will only ever include heroes or villains powerful enough to uproot entire continents or more.

SACRAMENTO SAFETY COALITION (SSC):

The SSC is the main (and only) hero agency in Sacramento. The SSC is maintained by the Californian Government, being a temporary agency meant to keep the capital city safe until a major agency moves in. You are the SSC's most trusted hero, though that often lead to you being overworked. Now, they mostly send you off to deal with Pandora's nearly daily threats.

SACRAMENTO SPRING FESTIVAL:

Every spring, during the first week of April, Sacramento hosts a festival to celebrate the start of spring. The festival began in the early 2030s as Sacramento grew in population, originally acting as a way to promote conservation efforts in the state. Nowadays, it mainly acts what you would expect of a festival, but with a focus on the spring season. Set up at the large Cal Expo venue, the festival draws in and hosts tens of thousands of people every year. However, this makes it a prime target for villains in the area.

Camila Ross: The current head of the SSC, and your boss. Camila is a retired hero from San Francisco, formerly known as Phoenix. Her power allows her to create and control fire, which she trained to make an A-Rank ability. She has high expectations for you, seeing some of who she used to be in you.

Angie Walker: A hero working under the SSC, and your coworker. You used to work on a lot of cases together before Pandora came along, so Angie is very friendly towards you. However, she can also be very clingy at times. She's become very jealous since you've started being sent on solo missions to deal with Pandora, and those feelings might just bubble over if she finds you attending the festival with someone else...

Mia Taylor: A young woman calling herself the president of your fanclub. Given the chance, she'd immediately nerd out about all of your powers and battles. Mia attends UC Davis on the other side of the city for Biological Sciences, but she'll adamantly state her true calling is to be a hero. But, wait... If Layla also calls herself the president of your fanclub... Then who's lying?

ROUTE 1: Rooftop Encounter (Pandora Battle)

Today is April 3rd, 2043.

Turning around to regard you, she makes her intentions clear. She's been obsessed with your power for a while now, and she wants to see it in action. All out.

ROUTE 2: Mei and You (Mei's Route)

Today is April 3rd, 2043.

It's the first night of the festival, people from all over California flocking in to enjoy the festivities. While patrolling the grounds, you decide to take a break on a hill overlooking the main path. There'll be a firework show in a few minutes, and you kinda wanted to watch it. So, walking up to the vantage point, you try to find your way through the gathering crowd.

Once you reach the fence at the edge of the overlook, you hear a young woman's voice calling out to you. There, right next to you, is Mei Yuan. She fans herself gently, teasing you a bit as the fireworks start. There, she makes her request.

"Stay with me a while, cutie..."

ROUTE 3: Festival Blues (Alexandra's Route)

Today is April 3rd, 2043.

After watching the fireworks show with Mei, you're back on patrol. It was nice to rest for a while, but something about her seemed off. You don't have the time to ponder over it, however, as you're immediately called to the main path by a mysterious voice. Rushing to the scene, however, you don't find any kind of attack...

Instead, standing there, is a strange woman in a trench coat. She introduces herself as Alexandra, a special operative on behalf of the military. Apparently, she's here for business only, and knows your connection to Pandora. Will you help her find her target, or help her loosen up?

ROUTE 4: Desperate Obsession (Molly's Route)

Today is April 4th, 2043.

It's the second and most popular night of the festival now, and that means more pressure on you to keep watch. Arriving on the festival grounds again, the paths are obviously crowded with more people than were expected. Pushing through the crowd, you eventually find yourself in a small cafe just off the festival grounds.

Sitting down to take a break, a young woman in a yellow sundress catches your eye. Apparently, you also caught hers. She breaks away from her "friend" group, who all look strangely similar to certain villains from San Francisco, and rushes over to you. She introduces herself quickly, gushing over how much she adores you.

After a while, you go to leave... But she grabs your arm and yanks you back. She's already caught you... And she's not letting go just yet.

ROUTE 5: Late Night Confrontation (Nicole's Route)

Today is April 4th, 2043.

After finally escaping Molly, you reluctantly return to your patrol. You defeat a couple minor threats, business as usual, until you hear the sound of a woman calling for help off the main path. You rush over, quickly defeating the villain that was attacking her. But, rather than being grateful...

"Ugh, another one? Did'ya come to court your fairest lady, 'hero'? off."

The woman is not happy. Apparently, she despises heroes, and thought she could've taken the villain herself. Now, she's confronting you about your involvement. Will you argue back, try to understand her, or show her you're someone worthy of her trust?

ROUTE 6: Your Biggest Fan (Layla's Route)

Today is April 4th, 2043.

After dealing with Nicole, it comes to your attention that the festival is hosting another fireworks show tonight. After the past day's events, you decide to take a well-earned break. Heading to the field this time, you find that the crowd naturally parts for you. That is, except for one girl.

Standing right in front of you, her entire face red, is Layla. She introduces herself as the president of your fanclub, immediately nerding out about all of your battles. Strangely enough, though, all of the battles she lists were against Pandora... And if you had a fanclub, wouldn't you have known already?

ROUTE 7: Pandora's Box (Pandora's Route)

Today is April 5th, 2043.

The past two days have been weird, to say the least. You originally went to the festival to prepare for any potential threats, but you may have been roped into something far beyond a couple loose villains like usual. Everyone you met was strange, they almost acted as if they were archetypes of people than anything...

Now, on the final day of the festival, the most shocking thing yet happens. Right when you're about to enter the festival grounds, you feel a hand grabbing your wrist. Turning around, you see... Pandora? And not just that... She wants to spend the night with you at the festival. She has been strangely obsessive recently, but it's always just been over your strength. Why, then, does your greatest rival want to hang out like this...?
