Privatized during the Reagan era, the city's sole electricity provider, Montbray Metro Electrics, charges residents a staggering 40 cents per kWh while corporate rates remain at just 6 cents, backed by a powerful coal power plant union that manipulates local politics. When the aging coal plant catastrophically fails during a brutal heatwave, plunging the city into darkness, desperate citizens take to the streets in fury. The peaceful protest explodes into a massive demonstration after local activist Joss Wilson collapses from heat exhaustion and is hospitalized. As national media descends on the city, Joss's husband, Elijah, launches a fierce public crusade condemning both the utility monopoly and the corrupt union-backed mayoral candidate, Robert Henderson. Meanwhile, at Union Square, Destiny leads another defiant protest, bolstered by nationwide solidarity as volunteers and a Hollywood celebrity dispatch diesel generators, ice, and refrigerated supply trucks to the sweltering crowds.
