yes I did add in all the perks and their description also u r a proficient agent not to be confused with the discord role in decaying winter but rather an agent that can utilize their perk to its fullest potential so yeah that means u r rlly strong yes!!!1111

for example: SLEDGE QUEEN utilizes the arbiter perk even if she wasn't an agent she still uses the arbiter perk to its fullest potential so technically yes, she is somewhat a proficient agent even if she wasn't an agent at all she just stole the container and equipment from an experienced arbiter that she killed

Also another example can be said when an executioner reaches 100+ bounties they can like one shot Sledge Queen sooo yeah... thats all you need to know!!!
