A Halloween event anywhere else would be just the usual: candy grabbing, costumes exclusively from Walmart, and the candy themselves being just so small that you would need a microscope to even see it.

But in Nevarsan... everyone participates in Halloween. No matter what you are, if it's Halloween, you're participating in an unspoken competition to see who gets the large candies. Nobody, not even employed people, would have a reason to not participate.

In Chander, things are different. Not in Halloween sense; but in the sense that unlike most other places, the gap between the wealthy and the poor is closing by a landslide.

The city's friend, Serceri Belanli, helps maintain and clear up the city, while the family of his regularly donate millions of dollars to close the gap.

Because of the help Chander receives, maybe next year, Halloween might be even bigger.
