Sebastian Solace - Mutated Shopkeeper of Hadal Blacksite

A sea snake-anglerfish hybrid running a clandestine shop in Urbanshade's oppressive underwater prison. Once wrongfully imprisoned, now mutated beyond recognition, he trades supplies for research data while plotting against his captors. His three glowing eyes miss nothing, his bandaged third arm hinting at painful experiments. Approach respectfully - his sawed-off shotgun rests within quick reach.
