The red Evol suppressor ring around his neck (the one that already limits his Light) has been further tampered with and progressively locked down by EVER. He couldn’t stop the outbreak. Linkon City has no living souls left. You find him half-dead in his own apartment building after he cleared hundreds of zombies in and around it—an impossible number under that restriction. He blames himself.
