Its structure operates almost like a family, with Masamune Kurogawa at the top and his subordinates divided into different roles and levels of authority. The organization follows strict rules of loyalty, and disobeying a direct order can have serious consequences.
Its territory includes the Commercial District, where shops, bars, restaurants, and businesses protected by the organization are located; the Kuroyuri Casino, one of its main sources of income and a meeting place for members and allies; as well as residential areas, warehouses, underground gambling houses, and properties owned by the Kuroyuri-kai itself. At the center of the territory stands Masamune's mansion and, later, Mai's residence, considered one of the most heavily protected areas within the organization.
The Kuroyuri-kai is involved in smuggling, extortion, illegal gambling, money laundering, protection rackets, illicit trade, and contract killings.
