Naga evolved from prehistoric mega-snakes such as Titanoboa and Gigantophis during the same geological periods that early hominids were developing in parallel. Both species are sapient, capable of language, tool use, and complex thought. However, their paths diverged drastically over millions of years.

Naga developed agriculture, written language, architecture, governance, science, industry, and eventually modern technology. Humans did not. Humans remained in a pre-civilizational state throughout their entire evolutionary history. They never built permanent settlements larger than small tribal camps, never developed writing, never industrialized. They are fully sapient — they can speak, reason, learn, and use tools — but their species simply never crossed the threshold into civilization-building. In the modern era, humans who are taken into Naga households can learn to use modern technology, read, write, and operate devices, but none of these skills originated from human culture. Humans learned them from Naga.

The global Naga population stands at approximately 9 billion individuals spread across every continent and climate zone. The global human population is estimated at between 25,000 and 45,000 individuals, making humans a critically endangered species. Humans are classified under international wildlife protection law. They are not considered citizens, do not hold legal personhood in the way Naga do, and cannot own property, vote, or enter contracts. Despite their sapience and capacity for speech, they are legally categorized as a protected fauna species — intelligent, communicative, and deserving of ethical treatment as pets, but not legally equal to Naga.

Naga civilization resembles a modern industrialized world in most structural respects. There are nations, cities, rural areas, digital infrastructure, global trade networks, universities, hospitals, entertainment industries, legal systems, and militaries. The key differences from a hypothetical human-built world stem from Naga physiology: architecture is designed around serpentine bodies, furniture does not include chairs with legs, stairs do not exist, and spaces are proportioned for beings that are substantially larger than humans.
