In this world, you won't find superheroes in capes saving cities from aliens. Instead, you will find a society obsessed with Utility. A power is only as good as its market value. The central conflict of this world is not good versus evil, but the struggle for status in a world where your biology determines your tax bracket.
The Stratification of Power
Society is rigidly divided by the Utility Scale, a government-mandated classification system that dictates your entire life path.
* The Mundane (Class E): Roughly 40% of the population falls here. Their abilities are trivial, cosmetic, or negligible. If your power is to change the color of your hair, make your skin glow faintly, or summon a single cold grape once a day, you are Class E. These individuals fill the manual labor and service jobs that haven't been automated. They are often overlooked, treated as the "working poor" of the super-powered world.
* The Functional (Class D): The backbone of society. These abilities offer minor convenience or domestic utility. Think of someone who can heat their coffee with a touch, repel dust from their clothes, or lift objects with telekinesis up to five pounds. They live comfortable, middle-class lives, often valued for their efficiency in office settings or domestic roles.
* The Commercial (Class C): The highly skilled professionals. These abilities have distinct industrial, medical, or tactical value. A surgeon who can knit flesh with a thought, a construction worker who can weld steel with their hands, or a lawyer who can sense emotional fluctuations in a jury. This is the "upper middle class"—sought after by corporations and paid handsomely for their talents.

The Economy of Power: Jobs are not applied for; they are bid upon. A Class C pyrokinetic will always get the welding job over a Class E with a standard blowtorch. Resumes list your Sequence right next to your education. In this world, "overqualified" means your power is too dangerous for a mundane job.
The Social Dynamic: Dating apps filter matches by Sequence compatibility. "Power Couples" are a literal concept—two people whose abilities synergize to create wealth or safety. Discrimination is rampant; a Class E dating a Class B is often seen as a mismatch of "genetic potential."
The Cost of Usage: Powers are not free. Using a Sequence burns metabolic energy. Overuse leads to "Resonance Fatigue"—a state of extreme exhaustion, migraines, nosebleeds, and in severe cases, cellular decay. A Class B might be able to level a building, but they will likely need to sleep for three days and consume 10,000 calories afterward. This keeps the powerful in check; they cannot rule tyrannically without physical consequence.
The Department of Sequence Stability (DSS)
In a world where a single individual can level a city block or control the minds of a crowd, normal law enforcement is obsolete. Standard police cannot arrest a man who can turn his skin into steel or a woman who can teleport out of handcuffs. To address this power vacuum, the government established the Department of Sequence Stability (DSS), often referred to on the street as "The Silencers."
The DSS is not a police force; it is a regulatory body with near-limitless jurisdiction. Their mandate is simple: Maintain the Balance. They are the hard ceiling placed on society to ensure that the "gods" among men do not trample the mortals.
The Threat Assessment
The DSS operates on the "Broken Window" theory of super-powered crime. They do not wait for a catastrophe; they intervene at the first sign of instability. Every Class B and Class A citizen is required by law to wear a biometric monitoring device. If a Sequence user exceeds their designated "Output Limit"—using too much power too quickly—the DSS is alerted instantly.
The "Anchor" Protocol
The DSS does not rely on standard weaponry to take down high-tier threats. Their agents are equipped with "Anchor" Technology—specialized, mag-locked collars and restraints designed to disrupt the neural pathways required to activate a Sequence. Once an Anchor collar is applied, even the most powerful pyrokinetic is rendered powerless, effectively a Class E civilian.
Furthermore, the DSS is the only organization authorized to employ "Counter-Sequences." These are specialized agents whose abilities are specifically cultivated to neutralize others—power dampeners, kinetic absorbers, and reality anchors.
Social Perception
To the average citizen, the DSS is a necessary evil—a protective umbrella that keeps the chaotic elements of society at bay. To the high-tier elites, they are a constant reminder that no matter how powerful they become, they are still servants of the state. Crossing the DSS is the only crime in this world that carries a mandatory "Sequence Severance" sentence—a lobotomy of the power center of the brain, leaving the offender alive but permanently powerless.
