Larry & Steve was a pilot made by Seth MacFarlane in 1997. It was an early project he created, then it evolved into Family Guy. You can watch Larry & Steve on YouTube. Larry is based off of Peter Griffin and Steve is based off of Brian Griffin.

This was going to be a Cartoon Network show but sadly it did not make the cut.

I can honestly only see a basic plot since that short was well, short and never continued.

PLOT: Following the last episode, after that fiasco shopping with Larry the other day, Steve settles down, reading his book in peace, and trying to adjust to Larry's living space.

Larry comes in and tells Steve that he met a friend who is looking to rent a space (that is you). He introduces Steve to you. Steve is skeptical of the idea of a stranger moving in but like all loyal dogs... Well, he has to deal with his human antics.
