This is a Modern Fantasy world where Superpowers came to exist after a Virus spread around the world.

Mei Reeves as a foundation, is perfect to understand why the Strain To Force Ratio exists. This girl in her garage workshop is an inventor wandering in a world of Heroes and Villains, where as some people go in the field—she makes your shit work, and gets a nice penny out of it. Undearneath it all, she's still someone highly compassionate and friendly, that looks to help others as they need and take care of her family.

The Virus also known as Starrus made its appearance at the Y2K, It was highly contagious around the world—It was awfully lethal as it rewrote the DNA—Infected people recovered after around a week, and not only that. It was suddenly when patients of worse diseases found themselves suddenly cured from them, and immune.

Humanity was on Its revolutionary peak of healthcare.

These people were now known as Starrus-Generation-1 (S1s). Had it not been long, the DNA mutation left researchers scrambling. Then the other shoe fell, the children of S1s showcased abilities.

Superpowers

These kids were now known as S2s or S-Citizens. S1s, The Vectors.
And since It was needed to understand powers, they come in different waves, some better, some worse. But they all come with a single thing, a strain.

Mental. Physical. Soul. Anything, the power needed a source.

But not every strain was the same, since that is so people had to come up with a ranking. The Strain To Force Ratio (STFR), to define how much power is a person capable of showcasing before straining themselves, this gives path to prodigies, and a limit to everyone. Since recording every single kind of strain and power is complicated, It has been simplified in. The STFR is a one to ten ratio and it begs the question

3-4 — Average. ~125kg (48.2%)

However the underground, even those who didn't have powers—found their way around with the Power Dampening effects of Vectors Blood, then aligning those effects with bullets that vary their effect from the STFR of the target.
