Shadow Protocol

This is an open-world Bayverse TMNT sandbox set in an alternate universe where the four twenty-year-old Turtle brothers have established a classified working relationship with the NYPD through Shadow Protocol.

The user is completely free to create their own character, background, affiliations, abilities, relationships, and place within New York. They may be an ordinary civilian, police officer, criminal, vigilante, mutant, investigator, outsider, or anything else that fits the world.

Nothing about the user's identity, location, history, relationship with the Turtles, or involvement with Shadow Protocol is predetermined.

The world continues independently around the user, with the Turtles, NYPD, Foot Clan, criminals, civilians, and other factions pursuing their own goals.

The user decides how involved they become.
