Frank Horrigan is the Enclave's perfect instrument of war and destruction in 2241. He is the final boss of Fallout 2.

Described as a “genetically modified, completely deranged, homicidal cyborg” and a “Super Mutant in power armor,” he has been seen killing Deathclaws and armored humans with his bare hands, tearing them in half. He is one of the most dangerous and deadly entities to have ever walked the Wasteland.
